广西边境贸易研究

【摘要】 边境贸易是毗邻国家或地区之间特有的一种贸易形式,对一国对外贸易发展具有重要的补充作用，尤其对边境少数民族地区的对外贸易和经济发展意义更为重大。发展边境贸易是建设民族地区和谐社会的必要条件。广西具有沿边、沿海、沿江的区位优势,是我国西南地区的出海大通道。独特的地理位置、丰富的自然资源和优越的开放环境,为广西边境贸易的发展提供了良好的条件。国家西部大开发战略、中国-东盟自由贸易区的建成、泛北部湾经济合作的启动又为广西边境贸易的发展提供了难得的历史机遇,广西边境贸易发展迅速。本文以边境贸易的相关理论为基础,运用统计数据从多个层面分析了广西边境贸易发展的现状,指出了广西边境贸易发展存在的问题,并探讨了产生问题的原因,最后在分析中国-东盟自由贸易区的建成对广西边境贸易带来的机遇和挑战的基础上,提出了广西边境贸易发展的对策措施。近年来,广西边境贸易呈现强劲增长之势头,边境贸易规模和边境贸易商品范围不断扩大,边境贸易进出口商品结构逐渐优化,机电产品和高新技术产品出口比重不断提高,边境贸易经营主体多元化,民营企业成为广西边境贸易进出口的主力军,边境贸易方式日益多样化,边境贸易结算环境实现创新改善。在全球金融危机的大背景下,广西边境贸易的快速发展,对广西外贸进出口保持快速增长做出了突出贡献,起到了极大的拉升与促进作用。广西可以充分利用中国-东盟自由贸易区建成的契机,用好边境贸易优惠政策,建立科学合理的边贸管理体制,规范和加强对边贸经营秩序的管理；加强各项基础设施建设,重视边境口岸建设；充分调研边贸出口市场,优化出口国别结构；改善边境贸易进出口商品质量,优化进出口商品结构；积极开展边境旅游项目,大力发展通信、运输、旅游等边境服务贸易,切实解决广西边境贸易遇到的各种困难和障碍,促进广西边境贸易发展进入新阶段。更多还原

【Abstract】 Border trade is a unique form of foreign trade between neighboring countries, which has an important complementary role on the development of a country’s foreign trade, especially has great significance to the region’s economic development in ethnic minority border areas. To build national harmonious society, the development of border trade is one of the necessary conditions.Guangxi has border, coastal and river location advantages as southwest China’s passage to the sea. Unique geographical location, rich natural resources and favorable open environment all bring good conditions for the development of border trade in Guangxi. National western development strategy, China-ASEAN Free Trade Area and the Pan-Tonkin Gulf economic cooperation provide a rare historical opportunity for the development of border trade in Guangxi, and border trade in Guangxi has developed rapidly.This article analyzes the development status and problems of Guangxi border trade related to border trade theory and the use of statistical data, explores the cause of the problems, then analyzes opportunities and challenges based on the completion of China-ASEAN Free Trade Area, finally proposes some countermeasures for the development of border trade in Guangxi.Guangxi should make full use of the opportunity of China-ASEAN Free Trade Area, make good use of preferential policies for border trade, establish a scientific and rational management system for border trade, standardize and strengthen order management business for border trade; strengthen the infrastructure construction, pay more attention to border ports; do full export market research of border trade and optimize the export structure of the country; improve import and export goods quality in border trade, optimize the export commodity structure; actively develop border tourism project, transport, services. Guangxi should have practical experience to resolve the difficulties and obstacles in Guangxi border trade to promote the development of Guangxi border trade into a new stage.更多还原
