新型节约观研究

【摘要】 进入新世纪以来,资源消耗高、浪费多、环境污染严重越来越成为制约我国经济社会发展的突出矛盾。对此,党和政府及时作出了建设资源节约型社会的重大决策。建设资源节约型社会,对于深入贯彻落实科学发展观、实现全面建设小康社会的奋斗目标、构建社会主义和谐社会、实现中华民族的伟大复兴都具有十分重要的意义。建设资源节约型社会,关键是转变观念树立与之相适应的新型节约观。观念是行动的先导,观念的转变是根本的转变。只有树立新型节约观,才能充分调动人们节约的积极性,在尊重客观规律的基础上,更好地建设资源节约型社会。与传统的节约观相比,新型节约观是一种倡导对资源合理使用和充分利用的节约观,其实质是通过提高资源使用效率,缓解资源短缺对经济发展的制约。新型节约观是一种以资源节约为中心的、发展的、以人为本的、和谐的节约观,也是一种节约型消费观。树立新型节约观,要加大宣传、教育的力度,使新型的节约理念深入人心；党政部门要率先垂范,做新型节约观的倡导者、传播者和实践者；要充分发挥经济杠杆的引导作用和法律的强制性作用；要构建节约型文化,形成人人节约、处处节约的社会氛围。更多还原

【Abstract】 Into the new century, the high resource consumption, waste and more serious environmental pollution has increasingly become restricting China’s economic and social development of the prominent contradictions. In response, the party and the government promptly made the building of a resource-saving society in major policy decisions. Build a resource-saving society, for in-depth implement the scientific concept of development, achieve the goal of building a moderately prosperous society in building a socialist harmonious society and realize the great rejuvenation of the Chinese nation has a great significance. Build a resource-saving society, the key is to establish a corresponding change in the concept of a new conservation concept. Ideas for action leading a shift in attitudes are a fundamental change. Only by establishing a new conservation concept, in order to fully mobilize the enthusiasm of people’s savings, in the respect on the basis of objective laws, and better build a resource-saving society. Compared with the traditional concept of savings, the new concept is an advocacy to save the rational use of resources and make full use of the conservation concept, its essence is by improving the efficiency of resource use to alleviate the shortage of resources for economic development constraints. A new conservation concept is a kind of resource-saving as the center of development, people-oriented, harmonious, innovative, systematic conservation concept, is also a concept of saving and consumption. To establish a new conservation concept, we should step up publicity and education efforts, so deeply rooted among the new concept of conservation; Party and government departments should set an example and do the new concept of conservation advocates, communicators and practitioners; To play the guiding role of economic levers and laws of the mandatory role; To build a conservation-oriented culture, and the formation of all savings, savings everywhere social atmosphere.更多还原
