电信运营企业投资新产品项目效益评估研究

【摘要】 从1994年至今,经过一系列的改革重组,中国电信业已走过了十多年的改革发展历程,基本形成了“打破垄断,公平竞争”的格局。中国的电信行业如何适应新的外部环境变化的要求,全面创新,真抓实干,力争创建世界一流的电信运营商,这是摆在每一个电信经营决策者面前的现实问题。众所周知,电信企业属于技术密集和资产密集型企业,其发展需要大量的资本助推。对我国的电信运营企业而言,连续的、大量的、结构复杂的网络建设投资在提升企业的用户承载能力、网络服务质量、运营维护效率的同时,也对企业形成了巨大的资金压力。经过前几年投资拉动的粗放型发展模式,如今对已经上市的电信运营企业来说,面对来自国资委的EVA(经济增加值)考核的压力、来自资本市场的股东监督、来自市场竞争导致电信运营商利润不断摊薄的压力,这都要求电信企业推出新产品时必须控制固定资产投资支出,强调投资的效率和效果。本文将针对电信企业投资新产品项目评估系统进行专题研究。全文包括三个部分,其中第一部分重点探讨电信企业投资新产品项目评估概论,分别从电信企业引入投资新产品项目评估的动因、新产品项目评估的概念、国内外企业投资新产品项目评估的现状等方面进行概括和总结;第二部分重点探讨电信企业投资新产品项目评估系统的设计,分别从电信企业投资新产品项目评估制度的建立、电信企业投资新产品项目评估组织机构的设置、电信企业投资新产品项目评估的工作流程、电信企业投资新产品项目评估的方法与指标体系几个方面进行详细阐述;第三部分以中国联通新疆分公司3G项目为例进行新产品项目评估的案例分析,将投资新产品项目评估的理论与实践紧密结合,并提出了可行的改进建议。
【Abstract】 From 1994 until now, undergoes a series of reform reorganization, the Chinese telecommunication has already passed through more than ten year reform development process, formed basically "has broken the monopoly, fair competition" pattern. How does China’s telecommunication profession adapt the new external environment change request, comprehensive innovation, practical and realistic, argues vigorously the foundation world first-class telecommunication operator, this is suspends, in each telecommunication manages in front of policy-maker’s realistic question.As we all know, telecom operators belong to the technology-intensive and asset-intensive enterprises, their developmental needs large amounts of capital in boost. On China’s telecom operators, continuous, intensive, complex network construction investment in improving enterprise user load capacity and network quality of service, operational maintenance productivity, but also on the business of funding pressures. After the first few years of extensive development investment pull model, now on the market of telecommunications operators, from the State’s Eva (economic value added) assessment of pressure, from a shareholder of the capital market authority, as a result of competition from the market for telecommunication operators profits continuously diluted pressure, this requires telecommunications carriers to launch new products must control fixed asset investment expenditure, stressed that the efficiency and effectiveness of the investment.This article will aim at the telecommunication investment in enterprise new product project evaluation system to conduct the special study. Full text including three parts, the first part of key discussion telecommunication investment in enterprise new product project evaluation introduction, introduces separately from the telecommunication enterprise invests the new product project evaluation the agent, the new product project evaluation concept, domestic and foreign investment in enterprise new product project evaluation aspects and so on present situation to carry on the summary and the summary; The second part of key discussion telecommunication investment in enterprise new product project evaluation system’s design, separately from the telecommunication investment in enterprise new product project evaluation system’s establishment, the telecommunication investment in enterprise new product project evaluation organizations and agencies’ establishment, the telecommunication investment in enterprise new product project evaluation’s work flow, the telecommunication investment in enterprise new product project evaluation’s method and indicator system several aspects carries on the detailed elaboration; The third part the project carries on the new product project evaluation take China Unicom Xinjiang Subsidiary company 3G as the example the case analysis, will invest the new product project evaluation the theory and the practice close union, and put forward the feasible improvement proposal.
