【摘要】 IT项目管理与传统项目管理相比有着明显的区别。这是由于工T项目的需求更加复杂、多变,很多需求在最初阶段不明确、不清楚。随着项目开发的不断深入,用户的需求会不断修改和增加,IT项目的进度计划和费用预算也不可避免地需要修改和调整。因此,在IT项目中加强进度和费用管理显得尤其重要。论文借鉴经典项目管理理论,并结合IT项目的特点进行研究。论文提出在工T项目建设过程中,对进度和费用综合控制,并实施动态管理。以IT项目进度和费用动态管理这一中心议题为基础,提出运用项目挣值管理方法(Earned Value Management)作为本文主要的研究分析方法。论文的核心包括两部分。一部分是借鉴项目挣值管理法构建IT项目进度与费用动态管理的研究分析模型,通过对计划投资额、实际投资额和完成投资额三个关键变量以及进度偏差、成本偏差、成本偏差率、进度偏差率四个评价指标及时监控分析,从而掌握IT项目的进度和费用的状况和趋势。另一部分是基于研究分析模型,对企业中的一个实际的工T项目进行进度、费用综合控制和动态管理。及时采集该项目计划和建设数据录入到分析模型当中,产生的结果结合项目实际情况进一步分析,为项目的动态管理提供决策建议。论文的研究成果具有理论意义和实践意义,论文的思想与探索是对IT项目管理的一种拓展,为解决工T项目建设过程中的实际问题提供了新的分析方法和解决方案。

【Abstract】 There is obvious difference compare with IT project management and the traditional project management. The reason is that IT projects are more complex and changeable, in the initial stage a lot of demand is not clear. With the continuous deepening of the project development, the user’s needs will continue to change and increase, IT project schedule and cost estimates will inevitably need to change and adjustment. Therefore, IT projects enhance the schedule and cost management is particularly important.The Paper uses for reference with classical project management theory and studies with the characteristics of IT projects. Paper presented that IT projects need integrated control of schedule and cost, and dynamic management. Based on dynamic management of schedule and cost, Paper adopts the Earned Value Management as the main research analysis method.The core of paper consists of two parts. Firstly, paper builds the analysis model of dynamic management of schedule and cost in the IT projects based on Earned Value Management. By analysis of BCWS(Budgeted Cost of Work Scheduled), ACWP(Actual Cost of Work Performed), BCWP(Budgeted Cost of Work Performed), SV(Schedule Variance), CV (Cost Variance), SPI(Schedule Performance Index) and CPI(Cost Performance Index), the project supervisor can know the status and trends of the schedule and cost in the IT project. Secondly, paper analyzes the enterprise real IT project based on EVM analysis model. The project supervisor timely obains data of the IT project and entry the data of the IT project into the analysis model. With the result of further analysis of the actual situation in the project, the result of analysis applies to dynamic management of the IT project for the integrated control of schedule and cost making a recommendation.The Research of the paper has theoretical and practical significance. The ideas and exploration of the paper is an expansion of IT project management. The paper provides new analytical methods and solutions for the practical problems in IT project construction.
