【摘要】 公路交通运输是运输方式中最活跃的一种,其通达程度和覆盖的广度是其他运输方式所无法比拟的,是我国综合交通运输体系中的重要组成部分,在我国国民经济和社会发展中具有十分重要的地位和作用。对于公路建设融资问题的关注和研究,可以更好的进行筹融资运作,为经济建设和社会发展提供基础设施的支撑。陕西公路建设近几年发展迅速,高速公路建设日新月异,为陕西经济发展提供了很好的助推剂。但是,在现阶段,由于陕西省经济发展水平不高,资金相对匾乏,公路建设和养护基金的筹措存在很大困难。同时,由于经济欠发达,短期内交通流量不足,项目融资非常困难,这样就形成了发展公路交通运输基础设施建设的资金需求和供给的突出矛盾。在这种情况下,研究适合于陕西省公路建设的筹融资方式及政策,对解决上述结构性矛盾,促进陕西公路交通建设与经济社会协调发展,实现陕西高速公路在西部率先发展、率先跨越、率先突破,形成全国重要的交通枢纽,对于打造关中城市群、陕北能源化工基地建设和陕南旅游产业发展,构建关中—天水经济带,发展“西三角”经济区以及陕西建设西部强省战略,都具有非常重要的意义。本论文从应用性出发,在对公路基本属性进行分析的基础上,研究了我国公路建设资金的筹集方式,归纳了公路建设融资的特点,总结了各种资金筹集模式的优缺点,以及如何以最小的代价适时筹集到公路建设所需资金。在对陕西省公路建设融资现状和存在的主要问题进行分析的基础上,提出了针对陕西省公路建设融资存在问题的解决思路,给出了陕西省公路建设筹融资可供选择的各种模式及其政策支持。更多还原
