【摘要】 在我国经济持续发展、社会转型特征更为明显的大背景下,政府的角色定位逐渐由全能政府转变为有限责任政府,而且越来越关注于公共服务与公共事务管理。政府政策的制订一改往昔“由上而下”的指令式操作方式,大众传媒、公众、政府、各利益集团、民间组织等都开始围绕着政府政策进行对话与协商。在这个制订与执行的过程中,新闻媒体自身的特性决定着它将起到越来越大的作用。本论文以政府政策活动研究中的“过程途径”为主要内容,结合我国政府政策制订执行的情况,将政策系统的运作看作是分析问题、政策制定、政策执行和监控等步骤,这些环节构成一个政策周期,并试图运用大众传播学的相关理论,来论说新闻媒体在政府政策过程中的作用。在政府政策问题提出的过程中,新闻媒体的监测与“把关”使政策问题突出;而媒体的议程设置促使社会问题进入政府议程;同时,大众传媒可以为决策执行创造良好的舆论支持,并有效地监督决策权力的正确使用,促进政策的民主化和科学化。在论文中,还指出了我国大众传媒特别是地方传媒在公共政策过程中发挥的功能较为有限,如商业化的渗入使新闻传媒的公共空间功能弱化、政治权力对大众传媒的影响以及新闻媒体功能异化带来的负效应等,进而在论文的最后部分,提出保障我国新闻媒体公共性功能的根本措施。更多还原

【Abstract】 Under the macro background of our country’s sustainable economic development and more salient features of social transformation, the conventional comprehensive government is gradually converted into limited government, paying more and more attention to public services and public affairs. The formulation of government policy to change past a "top-down" command-style mode of operation, the mass media, the public, government, various interest groups, civil society organizations are starting to ask around government policy dialogue and consultation. In this formulation and implementation process, the news media’s characteristics determine that it will play an increasingly important role.This paper studies the activities of government policy in the "process approach" as the main content, combined with our government policy-making on implementation, the policy system works as an analysis of issues, policy formulation, policy implementation and monitoring steps, these sectors constitute a a policy cycle, and attempts to apply relevant theories of mass communications, to discourse the role of the media in the process of government policy.Government policy issues in the process of media monitoring and the "gatekeeper" to highlight the policy issues; and the media agenda-setting to promote social issues into the government agenda; the same time, the mass media create a good public opinion support for the implementation of the decision-making, and effectively monitor the proper use of decision-making authority, and promote the democratic and scientific policy. In this paper, also pointed out that China’s mass media, especially the local media play relatively limited roles in the process of public policy , such as business-oriented penetration so that the public space functions of news media have weakened, the impaction of the political power on the mass media and the negative effects of alienation of the news media function and so on, and then the last part of the thesis put forward to the fundamental measures to protect the public nature function of the Chinese news media.更多还原
