【摘要】 政府采购是市场经济国家强化财政支出管理的普遍做法,也是增强政府透明度,降低腐败的重要手段。随着我国法制政府、廉洁政府、高效政府建设工作的不断推进,政府采购制度越来越受到社会各界的关注。我国从1998年开始全面推行政府采购制度,2002年颁布《中华人民共和国政府采购法》,逐步提高了政府采购的法制化程度,采购的规范性大大提高。上海市级机关事务管理政府采购制度是政府采购制度必要的组成部分,直接关系到行政管理支出的效能和效益。伴随着上海市级机关事务管理社会化改革的不断推进,完善机关事务管理中的政府采购制度,通过政府采购途径不断提高行政管理经费支出效率,降低腐败的发生几率逐步成为改革的重点内容之一,但是目前政府采购的学术研究和理论实践针对性不强,对上海市级机关事务管理政府采购现状及问题的认识和研究不足。本文将以上海市级机关事务管理为例,结合公共管理相关理论,借鉴国内(外)管理经验的基础上,对完善上海市级机关事务管理政府采购制度进行了研究,并提出了相关完善意见。全文共分六章:第一章导论部分,主要是分析了全文的研究背景及意义;研究现状;研究的创新和不足。第二章政府采购理论分析,主要介绍了采购和政府采购的基本定义,政府采购制度的基本含义,以及与本文研究相关的一些管理理论。第三章重在描述上海市级机关事务管理政府采购的现状和发展阶段,分析了目前存在主要问题以及产生的原因。第四章介绍了国际政府采购制度的相关理论和实践经验,为完善上海市级机关事务管理政府采购制度提供借鉴。第五章是针对上面提出的问题,结合理论和实践经验,在完善上海市级机关事务管理政府采购制度建设方面提出了解决思路和几点建议。第六章是结束语。本文的创新之处是紧密围绕上海市级机关事务管理政府采购现状,在灵活运用“经济人”假设理论、委托代理理论、政府财政支出效益分析理论、“无缝隙政府”理论等公共管理理论的基础上,结合上海市级机关事务管理政府采购实践情况,对存在的问题进行系统分析,通过借鉴国内(外)理论和实践经验,提出问题解决思路和完善制度的建议。从笔者手头目前掌握的资料看,类似的有针对性的研究在国内并不多见。更多还原

【Abstract】 Government procurement is widely adopted by Market economy countries to strengthen the management of fiscal expenditure, and it is also an important means to improve transparency and reduce corruption of government. With the constantly work to build a legislative, honest and efficient government, government procurement system is increasingly concerned by all social sectors. Our government has fully carried out the procurement system since 1998, and issue the《Law of the People’s Republic of China on government procurement》in 2002, gradually improving the degree of legislation and standardization of government procurement。The system of Shanghai provincial-level government procurement in municipal affairs administration is the necessary part of the government procurement system, and directly affects the efficiency and benefits of the administrative expends. As the socialization reform of shanghai governmental affairs administration deepens, how to improve governmental procurement, reduce corruption probability and improve the efficiency of the administrative expends through the governmental procurement has gradually become an important aspect of the reform. So far, academic research and theoretical practice are not strongly aimed at. And the research of the status quo of Shanghai provincial-level government procurement in municipal affairs administration is not sufficient. The article makes a research on the government procurement system related to the management of functioning departments of Shanghai governmental affairs, based on the public management theories and practical experience both domestic and overseas, gives some improving suggestion on Shanghai provincial-lever government procurement.The paper consists of 6 chapters:Chapter one is an introduction, mainly making an analysis on the research background and meaning, the present status and research innovations as well as shortages.Chapter two is the theoretical analysis on government procurement. It mainly introduces the basic definition of purchase and government procurement, the meaning of government procurement system, and some management theories related to the article.Chapter three focuses on the present status and development stages of Shanghai Municipal Dept. affairs administration and government procurement, and analyzes on the present main questions and how it comes.Chapter four mainly introduces international government procurement policy related theory and practical experiences, and provides references to consummate Shanghai municipal Dept. affairs administrating government procurement policy.Chapter five is aiming at the above problems, with combination of theoretical and practical experiences, to provide solutions and suggestions to consummate Shanghai Municipal Dept. affairs administration and government procurement.Chapter six is the conclusion.The innovation of this essay lies in that it makes an analysis on the present state of provincial-level government procurement in Shanghai municipal affairs administration, based on the hypothesis of“economic man”, principal-agent theory, analysis theory of the efficiency of governmental fiscal expenditure and the theory of seamless government, considering the practice of government procurement, making an analysis on the existing problem, and at last the paper presents the solution and improving system on the problem.
