【摘要】 随着人口老龄化进程的加快,老龄人口所占比重越来越大,城镇老年居民的养老保障问题越来越突出。近些年来,随着企业职工基本养老保险制度的不断健全和完善,广大企业退休人员均能得到相应保障,但由于各种原因,目前仍有面广量大的无保障老年居民因过去没有能够参保而成为无养老保障的特殊群体。人均预期寿命的持续延长,使这一部分老年人对老年收入保障的需求更加迫切。本文分六个章节对如何设计科学合理的城镇无保障老年居民养老保障制度进行论述。第一章为绪论,对文章的选题背景、研究意义和研究方法进行了说明,并对有关概念进行了界定,对无保障老年居民养老保障问题作了文献综述。第二章在回顾了上海市城镇无保障老年居民养老保障政策的发展历程后,对其实施进行了客观描述,并针对存在的问题进行成因分析。第三章选取上海市两个街道的无保障老年居民,进行实证研究,分析了他们的年龄、性别特征及生活和心理状况。第四章对全国各地已有的解决无保障老年居民养老保障的三种方案进行比较分析,分析其优劣,并做出评价。第五章在上述分析的基础上提出了解决问题的政策建议。这是本文的关键部分,从养老保险制度构建角度详细分析了基本思路和具体目标、方针、原则、步骤措施以及政策建议等相关问题。第六章为结论。简要综述本文主要的研究成果,并探讨今后将进一步研究的问题。论文在制度建构方面,不仅仅着眼于现有的无保障老年居民,还综合考虑潜在无保障老年居民,即自由职业者的需求,从长远的角度进行建构。文章对储蓄型养老保险制度的建构,具有一定创新性。首次就城镇无保障老年居民的养老保障问题进行了专题研究,为日后他人的研究提供了基础。更多还原

【Abstract】 With the acceleration of the aging population and the proportion of the elderly residents, pension security is increasingly prominent. In recent years, with the basic old-age insurance system constantly improved and perfected, large part of retirees in enterprises have got living securing, but for various reasons, there are still large area wide elderly residents without living securing. With the extendence of the average life expectancy, it is urgent to cater for the demand old ages without living securing.5 sub-sections of this article on how to design a scientific and rational urban pension security system for old ages without living securing for discussion:ChapterⅠas part of the introduction derived the theoretical and practical significance.ChapterⅡreviews the policy development process of pension security system for old ages without living securing in Shanghai, describes the objective of its implementation and analyses the causes of the problems.ChapterⅢselects elderly residents without living securing in two sub-districts in Shanghai and conduct empirical research, analysis of their age, gender characteristics and life and psychological state.ChapterⅣcomparatively analyzes 3 security plans for old ages without living securing existed all over the country, analyzes their advantages and disadvantages.On the basis of the above analysis, ChapterⅥputs forward policy proposals to solve the problem. This is a key part of this paper, from the perspective of building the old-age insurance system specifically analyses the basic ideas and specific objectives, policies, principles, measure and steps to policy recommendations, and other related issues.
