我国新教师就业市场的发展

【摘要】 20世纪90年代以来,师范院校毕业生从计划性分配的就业模式转向市场调节的人才配置模式,同时我国教师教育体系的变革以及教师资格制度的实施也不断将教师职业推向开放。新教师就业市场的概念逐步进入了人们的视野范围。然而,由于与教师计划配置制度相适应的准入、培养机制变革的滞后性,以及市场调节的盲目性,致使新教师就业市场在形成之初即问题重重。因此,如何健全和规范开放的新教师就业机制,就成为了国家稳定师资行业、提升基础教育质量的关键。本研究通过文献研究分析师资市场涉及的相关因素,并借助于问卷调查的方法揭示出当前我国新教师就业市场推进中潜在的弊端,在此基础上澄清新教师就业市场发展的核心问题,提出完善建议。论文首先梳理了我国新教师就业市场从封闭到开放的演变历程。建国以来师范毕业生实行指令性的就业制度,教师行业处于定向、封闭阶段;教师资格制度建立以后,师资来源渠道扩大;随着师范院校收费政策的并轨,毕业生自主择业,新教师资源完全进入市场配置。论文通过整理、分析教师教育及教师资格制度等相关文献,揭示当前我国新教师就业市场所面临的现实困境,如教师资格制度无法真正把关教师“准入资格”,师范生专业素质不被用人单位认可,科学的师资需求预测机制缺乏等。论文借鉴国外师资市场建设经验,从新教师培养与入职及就业两方面,提出了建立教师专业标准、改革教师培养模式、提高教师准入要求、建立教师供需预测机制等我国新教师就业市场进一步发展的思路。

【Abstract】 Since the 1990s, the employment model of teacher college graduates has been directed from planned distribution to marketing disposition, while the reform of teacher education system and the implementation of the Teacher Certification System have, at the same tme, made teaching profession increasingly open. Then people gradually became familiar with the concept of new teachers’job market. However, due to the slow reform of teacher access and training system with the blindness of market regulation, the new teachers’job market was problematic at the beginning of its formation. Therefore, how to improve and standardize the mechanism for opening up the employment of new teachers becomes the key to stabilizing the teaching profession and improving the quality of basic education.This thesis first analyses the relevant factors of new teachers’job market by literature research, and then reveals the potential drawbacks in the promoting of new teachers’ job market by questionnaire survey. Based on the above study, it’s necessary to clarify the core of development and give the reform advices.In historical terms, the evolution of our new teachers’job market reflects the change from exclusiveness to openness. After the founding of new China, the government has adopted the policy of unified job assignment for each teacher college graduate. During that period, teaching profession was characterized by a system oriented and exclusive. With the establishment of the Teacher Qualification System, new teacher sources have been expanded. Under the merger of the tuition policies of Teacher College, graduates began to choose their own jobs. In one word, new teacher resources are now totally maket-directed.By sorting out and analyzing the documents of teacher education, Teacher Certification System and others related, this thesis reveals realistic difficulties in current new teachers’job market which have to be handled. For example, Teacher Certification System fails to ensure the "access to qualified teachers"; professional quality of teacher college students is not recognized by employers; it’s short of scientific teacher supply and demand forecasting mechanism and so on.In order to advance the development of our new teachers’job market, this thesis draws on the development experience on new teachers’ job market from other developed countries. By focus on two aspects:teacher education and teacher access/employment, this thesis finally put forward some advices on establishing teacher professional standards, reforming teacher training model, raising teacher access requirements and building scientific teacher supply and demand forecasting mechanism.
