【摘要】 信用体系是社会经济体系的重要组成部分,完善的信用体系为社会经济体系的持续发展提供了保障。长三角地区作为科学发展观的示范区、改革创新的引领区、现代化的先行区、国际化的先导区,在信用体系建设方面已经走在全国的前列,因此长三角率先培育和发展高水平、现代化、全覆盖的区域信用体系有着特殊重要的意义,不仅是完善社会主义市场经济体制一项重要的制度建设,也是实现区域整体发展战略目标的重大举措和推进上海“两个中心”建设的有力抓手。在对长三角信用体系建设的研究过程中,本文主要采用资料收集和实证分析的方法,理论结合实践,对长三角信用体系建设进行了较系统地研究和分析。本文主要分为五章：第一章为论文的绪论,介绍了论文的研究背景、研究目标、内容,研究方法、研究思路以及国内外的研究现状；第二章为理论基础,对文章所涉及到的相关概念进行了界定,阐述了区域信用与区域经济的关系,明确了区域信用体系的架构组成,同时对相关理论进行了阐述和分析。第三、四章为文章的主体部分。第三章主要对苏、浙、沪以及长三角整体区域信用体系的历史和现状作了一个系统地整理和研究,总结其取得的成果,并找出在建设过程中存在的问题。第四章主要是长三角区域信用体系建设的路径研究。笔者设计出“一二三四五六”的信用体系建设的框架布局,即一个指导思想,两个平台(建立起完善的金融信息和公共信息共享平台)、三个取向(指法律、道德、价值上的信用取向)、四个层面(指信用技术、信用制度、信用服务体系、诚信活动四个方面)、五个环节(指信用信息采集、记录、使用、惩戒和奖励)；六个任务(区域内金融、商务、社会管理、市场主体、信用行业、诚信活动六大领域诚信建设的任务)。最后本文根据此框架体系以六大任务为重点抓手,对长三角信用体系建设路径进行探讨。第五章为论文的结论部分,主要总结了本文研究的结论和所存在的不足,并指出了今后相关研究应该注意的几个问题。更多还原

【Abstract】 The credit system is an important part in social economic system. A perfect credit system provides guarantee for the continuous development of social economic system. As the demonstration plot of scientific thought of development, the leading plot of reform and innovation,the leading plot of modernization,it is very important and of special meanings for Yangtze River Delta Area to cultivate a high level of,modern credit system.It is not only a important institutional improvement to construct market economy in our country, but also the significant measure to realize the regional developing strategy and the strong action to achieve the goal of "tow centers" of shanghai.During the process of the research, the research approaches which are data collecting and case study are used. The author makes the theories combine fulfillment and does a systemic research about the credit system of Yangtze River Delta. The paper is divided into five chapters.The first chapter is the preface based on the background,the goals, the methods, and the contents of the research. The second chapter focus on the theories related which introduce the concept of credit, the relation between regional credit and regional economics, the contents of regional credit system and the related theories analyzing,The third and fourth chapter raise the construction of credit system of Yangtze River Delta Area as a case study. It elaborates on the topic of the meaning of credit system construction, look back at the history, analyses the limitations, and suggests the measures in six aspects.It makes a detailed and systematic research into the history and status of the credible system in Yangtze River Delta Region, on the basis of which, both achievements and problems are identified. Next,the writer designs a framework of the credible system in Yangtze River Delta Region, which can be numbered from one to six, namely, one guideline, two platforms—mature credible information-sharing platforms in Yangtze River Delta Region, three orientation—referring to law, moral and value, four aspects—the technology, mechanism, service and operation relating to the credible system, five parts -the collecting recording, applying ,punishment and encouragement related to the credible information, six targets- construction of creditability in the fields of finance, business, social management, substance of market, macro or micro credits and credible operations. Finally, on the basis of these six targets, this paper explores the content and the way of the building of credible system within this framework.The fifth chapter of this thesis is the conclusion. It mainly summaries the paper’s research results and shortages, and points out some issues that the further research should pay close attention to.更多还原
