【摘要】 区域经济一体化作为经济全球化的“次优选择”,正逐步成为区域整合的主要推动力,推动着城市的融合。随着都市圈的兴起壮大,加强都市圈内各城市之间的经济联系,促进城市间技术、信息、资本等生产要素的优化配置,就成为提高都市圈整体竞争力,促进区域经济一体化的关键所在。伴随着区域经济一体化与都市圈的逐步发展,都市圈中心城市与外围城市的融合发展正日益为人们所关注。世界主要国家的沿海开发兴起于二战以后,这些国家的沿海开发推动了全球经济的快速增长,特别是沿海城镇的崛起,直接带动了各沿海国家区域经济的发展,沿海各城镇逐渐成长为超大城市群,成为地区经济核心地带和国家的重要增长极。可以说,是沿海开发将全球带向了海洋经济时代,21世纪是海洋的世纪,也是组合式城市群的世纪,如何利用沿海开发来实现城市群的崛起,推动城市间融合是本文试图要解决的问题之一。上海作为长三角都市圈的中心城市和区域经济增长中心,如何与外围城市实现协调发展,是今后长三角都市圈进一步发展的主要问题之一。本文以长三角都市圈中的次级中心城市南通为例,着重研究南通如何利用江苏沿海开发这一新的发展机遇来提升自身实力,从而实现对接上海。本文共分为六章,第一章是绪论,第二章是理论和文献综述,主要介绍了本文研究的理论基础以及国内外的研究进展,第三章主要分析江苏沿海开发对南通经济发展的影响,江苏沿海开发对南通经济社会起到了促进作用,并提出了新要求,本部分还结合了国外案例,来指导江苏沿海开发的实践。本文第四章提出在江苏沿海开发背景下,南通全面接轨上海,分别从思想、生产要素、产业、环境、制度及城市能级这六个方面研究,其中产业是重点,最后提出接轨过程中存在的问题。第五章是本文的对策建议,提出了在江苏沿海开发与长三角一体化的双重机遇下南通接轨上海的对策,并着重在产业、制度以及环境建设等方面做了说明,提出了相关对策。最后一章是本文的总结与研究展望。更多还原

【Abstract】 Regional economic integration as a "second-best choice" of Economic globalization is becoming a major driver of regional integration and promoting the integration of cities. With the rise and growth of metropolitan, strengthening the economic ties between the cities in metropolitan area, promoting the production factors such as technology, information, capital and so on optimized allocated between inter-cities of metropolitan area, has become the critical key to improve overall competitiveness and promote regional economic integration. With the gradual development of regional economic integration and the metropolitan area, how to develop and integrate the inner cities and outer cities is increasingly concerned to people.Shanghai as the central city of the Yangtze River Delta Metropolitan Area, as the regional economic growth center, but how to achieve the coordinated development between inner cities and outer cities has become a major problem in future development of the Yangtze River Delta Metropolitan Area. In this paper, I’ll take the outer city Nantong for example, this paper will focus on how to use the new opportunity of Jiangsu coastal development to enhance Nantong’s own economic strength, in order to integrate Shanghai. After World War II, with the rise of coastal development in the world’s major countries, coastal development is promoting the rapid growth of the global economy, especially the rise of cities and towns along the coast. And all these directly contribute to regional economic development along the coast in various coastal States. These coastal towns gradually grow into large City Group, becoming the central of the regional economy and the important growth pole of state’s. It can be said that coastal development has brought the world to the marine economic era. The 21st century is a century of the ocean and the city, In this article, how to use the coastal development to achieve the city’s rise and promote integration between cities is one of the problems needed to solve.This paper is divided into six parts, the first part is the Introduction, the second part is a literature review, which mainly describes the theoretical basis of this study and research at home and abroad, The third part mainly analyzes the effect of Jiangsu coastal development on Nantong. Jiangsu coastal development has played a important role in promoting Nantong’ economy and society, and it also puts forward new requirements, this part also combines the foreign cases, to guide coastal development practice. The fourth part point out that Nantong will fully integrate Shanghai In the context of Jiangsu coastal development. and research this point from six areas respectively, these elements are thinking,factors of production, industrial, environmental, institutional and urban level, of which industry is the key element. Finally this part puts forward the problems in the process of integration. The fifth part is recommendations, and put forward the countermeasures of Nantong integrating Shanghai under the double opportunity of the Jiangsu coastal development and the Yangtze River Delta integration, Especially focus on the industry, regulatory environmental construction etc. and put forward countermeasures.
