基于集中管理的广西移动一站式文印外包服务（TCO）项目实施及持续改进

【摘要】 随着国内信息技术水平的不断提高,业务流程外包业务将迅速增长,特别是业务程序外包在金融、电信、政府等行业将得到广泛应用。对于现代企业而言,通过集团管控的管理模式,集中企业的应用和需求,应用整体服务外包的方式进行业务流程改进,对企业实现专业化分工与精细化管理进而提高核心竞争力等方面具有深远的现实意义。在文印外包应用行业里,企业通过集中的文印外包服务,能够精确地核算、管理、分摊、控制文印费用。在专业化外包服务与全新的文件设备布局下,减少纸张用量,节约能源；减少固体废弃物,文印设备碳粉微粒与有害气体的排放,推动我国的森林资源与水资源保护；同时能够规范管理,提高服务水平,从而提升企业员工内部的满意度,创建“节约、高效、安全、环保、健康”的办公环境。广西移动也将传统的文印管理模式转变为一站式文印外包管理模式,通过优化硬件系统,引入先进的文印管理软件系统,实行5S现场管理方式,实现了办公文印领域的精细化管理,降本增效,节能减排效果明显。本文根据作者参与文印外包管理项目的实际经历,结合现代项目管理的理论,以广西移动文印服务外包为实证,探索大型企业非核心业务通过外包模式实现集中管控、降本增效,从而提高企业核心竞争力。更多还原

【Abstract】 Follows the increasing advancement improvement in information technology in the country, the business processes and outsourcing operation shall have rapid expansion and growth. This impact will be more visible and remarkably significant in the outsourcing operation in the industries of financial, telecommunication, and government matters. For modern and up-to-the-market organizations, the building blocks for more integrated and centralized control and management in key operation, the employment for qualified outsourcing will bring to highly efficient and cost-effective operation results. This will guide for professional and lean operation management and uplift the market competitiveness and performance results for the organization.In the area of centralized document printing management outsourcing, organization shall have more accurate accounting, control and management, and increased cost saving in documents application, storage and management... Under the professional and centralized outsourcing management of document control, shall bring to reduces paper consumption, energy savings, less wastage and disposals, less toxic disposal due to printing chemicals, and push for much improvement in green and water environmental controls. At the same time, this will have implication of more systematic management and control, enhanced service quality, increased people satisfaction, creating the culture and practice of "energy savings, high efficiency, and safe and health environment"GuangXi Mobile has introduced and changed the traditional document management to one-stop and centralized outsourcing management model. It includes more modernized hardware systems, coupled with advanced software applications, and introduction of enhanced printing control processes,5S on-site management, leading to office document control automation and efficient operation management with reduced operation costs and energy saving impacts.This report is made up by the author based on his benchmarking and reference on document control and management outsourcing model and actual practical experiences gained in the implementation of such model in Guangxi Mobile operation.
