建筑施工企业的安全投入与绩效关系研究

【摘要】 作为高危行业的建筑施工企业,在谋划经济发展的同时,更应该有“安全发展”的谋略。在“安全第一,预防为主”基本方针的指导下,我国大多数建筑施工企业在建设工程的各个环节,都采取了一定的对策和措施,投入了一定的人力,物力,财力用于安全管理,但是投入的效果并不明显。针对目前建筑施工企业没有实施合理的投入,不舍得投入,违背客观规律,为追求效益、进度,在侥幸中求安全的现象,并考虑到建筑施工企业安全绩效的量化等问题,本论文重点对建筑施工企业的安全投入和绩效关系进行了研究。本文的主要研究内容如下:(1)对我国建筑业安全形势、国内外建筑施工安全管理现状进行了详细介绍,对全国建筑施工全部伤亡事故情况进行了深入分析,得出建筑施工主要伤亡事故类型为“五大伤害”:高处坠落、坍塌、物体打击、触电、起重伤害。(2)对建筑施工企业的安全投入含义、分类以及来源进行详细论述,构建建筑施工企业的安全投资决策博弈模型,得出纳什均衡解。同时,计算并优化建筑施工企业的安全投入。(3)通过对工程项目特点与安全绩效关系的研究,对与工程项目的安全生产有影响的人,采取与安全有关的管理措施提供依据。分析论证建筑施工企业安全绩效量化的必要性,提出安全效益是安全绩效量化的实现。(4)作者以山阳、高新综合办公楼项目为例,利用前一节所介绍的安全绩效评估方法,建立了该项目的安全绩效考核制度。(5)研究建筑施工企业安全投入、效益与安全水平的关系,对安全投资效益进行详细评估,分析主要安全指标,各分项安全投入与安全绩效的关系。提出提高安全效益的途径和领域。

【Abstract】 As a high-risk industry, construction enterprises should not only plan for the economic development, but also have a "safe development" strategy. Under the guidance of basic principles "safety first, prevention first", the majority of Chinese construction enterprises have adopted some policies and measures in all links of construction projects, and have invested certain manpower, material and financial resources in security management, but the effect of the input is not obvious. According to the current phenomenon that construction companies have not implement a reasonable investment and is not willing to invest, contrary to the objective laws in pursuit of benefit and rate, seek safety in the fluke, and also considering the problems such as the quantitative of safety performance in construction enterprises, this paper focused on the study of the relationship between safety input and performance in construction enterprises. Main contents of this article are as follows:(1)The security situation of construction industry in China, domestic and foreign construction safety management status are described in detail, all of the casualty situations in nationwide building operations are analysed in depth. It comes to a conclusion that the types of the casualty of building operations are mainly "Five Hurt":falling from high places,landslide, attacking by falling objects, electric shock, injury by lifting.(2)The implication, classification and source of the safety input are introduced in detail, security investment decision-making game models of construction enterprises is built and the Nash equilibrium solution is obtained.At the same time, the safety input of construction enterprises is calculated and optimized.(3)The relationship between features of engineering project and safety performance is studied, it provides a basis for the security related management measures that taken to the people affecting production safety of engineering project. The necessity of quantifying the safety performance of construction enterprises is analysed and the paper also proposes that safety performance is quantified to achieve safety benefit.(4)Taking the item of shan yang hiend comprehensive office building for example, using the evaluation methods of safety performance introduced last part, the author has set up safety performance evaluation system for this item.(5)The author makes a study of the ralationship between security input, benefit and the level of safety, then assesses the benefit of the investment for safety in detail, analyzes the main indication and the relation between the input and the benefit for the security, meanwhile, conforms the way and area of improving safety benefit.
