GIS技术在应急救援指挥系统中的应用研究

【摘要】 应急救援工作涉及相关因素多、情况复杂多变,与其它工作相比,具有更强的技术性、时效性和更大的危险性。目前国内一些企业对重大危险源在安全管理和安全技术方面存在着缺陷。因此为保证工业园区的安全生产、保障应急救援工作的及时有效,必须建立一套完整的安全信息管理及应急救援系统。本文将地理信息系统(Geogaphic Information System,简称GIS)应用于工业园区安全信息管理及灾害应急救工作中,结合工业园区生产实际,介绍了基于GIS技术的应急救援指挥系统的设计方法及其GIS应用中的快速响应技术。论文结合我国重大危险源企业的生产现状和安全形势,从实际应用的层面,分析了企业危险源数据采集、安全预警等危险源监控的技术需求及企业的空间和属性信息。通过对现有的GIS软件的综合比较,选取美国MapInfo公司的组件式地理信息系统软件MapX,应用通用开发语言Visual Basic,采用Microsoft SQL Server关系型数据库实现了系统的集成,详细介绍了基于GIS技术的应急救援指挥系统的设计过程,阐述了GIS中图形快速显示的几种策略和基于R树的空间索引框架,通过控制读入内存的图形数据量和减少绘制图形本身的数据量相结合的策略,实现了图形的快速、动态显示。本文还对最短路径算法进行了研究及优化,缩短了系统对事故的响应时间,提高了系统的实用价值。

【Abstract】 Emergency rescue work involves many correlated factors, and the situation is quite complex. Compared with other works, it is a high technical and more dangerous work real-time effectiveness. At present, some domestic enterprises have management and technical defects in major hazard sources. Therefore, it is necessary to establish a set of integrated security information management and emergency rescue system so that the safe work and emergency rescue work for their industrial parks can be guaranteed.In this paper, the geographic information system (GIS) is introduced into this industrial park safety information management and emergency rescue system. Combination with actual production situation of the industrial park, this paper describes the design method of an emergency rescue information system based on GIS and its rapid response technology.In view of the practical application, this paper analyzes the technical requirements of the hazardous object data acquisition technology and safety pre-warning technology depending on the combination of production situation of enterprises. The spatial attribute information and dynamic data of enterprise are analyzed. Based on a comprehensive comparison of the existing GIS software, selecting U.S MapInfo GIS software, Map X, application of general-purpose development language, Visual Basic with Microsoft SQL Server relational database, this paper introduces the details about the design procedure of emergency rescue information system based on GIS. And spatial index frame named ESIL based on R-tree data structure and suitable for GIS platform is established. This paper describes several strategies of GIS’displaying graphics quickly. With a combination of two strategies, controlling the number of graphical data which is read into memory and reducing the amount of drawing data itself, this paper achieves a result of fast, dynamic display of graphics. Furthermore, it proposes an optimization strategy on shortest path algorithm, which can shorten the corresponding time to the accident and promote the system’s practicability.
