【摘要】 当今世界科技与经济相互渗透和融合,已经成为知识经济时代的重要特征。产学研战略联盟是企业、高校和科研院所,基于各自利益需求,通过法律契约的形式,以提升企业技术创新能力为目标的合作组织。一些发达国家和地区的发展经验表明,加快产学研战略联盟发展是推动国家科技成果产业化、保持企业技术竞争力优势的重要环节。内蒙古自治区经济正处于重要的战略转型期,加强我区产学研战略联盟发展,走自主创新的经济发展道路比以往任何时候都显得更为迫切。本文首先从界定产学研战略联盟与政府责任概念着手,分析政府在产学研战略联盟发展中承担责任的相关理论及发达国家的实践,从而得出政府在产学研战略联盟发展中的责任。其次,在综合分析内蒙古自治区产学研战略联盟发展中存在的问题基础上,基于政府责任视角分析了相关的原因,最后,根据国内外的一些成功经验及内蒙古自治区的实际情况,探讨了我区政府完善产学研战略联盟发展的对策。更多还原

【Abstract】 Nowadays economy and science and technology and fusion, the era of knowledge economy has become the important characteristics. Strategic alliance is the combination of enterprises, universities and research institutes, based on their interests through legal requirements, in the form of contract, in order to improve enterprise technology innovation ability for cooperation organization of target. Some developed countries and regions, accelerate the development of production experience shows that development of strategic alliance is promoting national scientific and technological achievement industrialization, keep the enterprise technology of competitive advantage.Inner Mongolia’s economy is in an important strategic transformation, strengthen our strategic alliance and combination of independent innovation of economic development road than ever more urgent. This paper from the definition of strategic alliance with the combination of government responsibility, analyzes the concept in the development of strategic alliance in combination of the relevant theories and the responsibility of the developed countries, the government in practical production in the development of strategic alliance. Secondly, the comprehensive analysis of the Inner Mongolia autonomous region in the combination of strategic alliance problems existing in the development, based on the analysis of the relevant government responsibility perspective, finally, some successful experiences at home and abroad, according to the actual situation and the Inner Mongolia autonomous region, discusses the perfect combination of some development countermeasures of strategic alliance.更多还原
