人事管理信息系统的研究与开发

【摘要】 众所周知,世界已进入在计算机信息管理领域中激烈竞争的时代,加强人事管理在单纯依靠以手工管理的方法,不仅需要耗用大量的人力、物力、财力,而且工作效率低,而且难以达到预期的目的,为提高工作效率、保证企事业单位人事管理质量、快而准确地定好的方针与决策。对于高校人事管理信息工作,可以认为是高校人事管理的基础性工作之一,发展高校的人事管理信息现代化,就是在管理运行过程中,建立科学的人事管理信息体系,使用现代化人事管理信息手段,全面、准确、及时地提供教职工信息,为学校相关部门领导对于发展决策提供相关数据,为高校顺利实施管理及改革提供服务。本文的内容把握人事信息管理工作的现阶段情况以及未来发展的趋势,充分体现了现代人事信息管理的新思想。开发人事管理信息系统旨在直观地显现学院教职工的各项数据值及相关岗位人员各项信息和所占比例,对人事工作决策者作出长远的人事规划起到关键性作用,同时在提高管理效率、提供决策依据和实现信息互通、资源共享等方面都起着重大作用,也是推动人事信息管理工作走向科学化、规范化的必要条件。

【Abstract】 As we all know, the world has entered the computer era of fierce competition in the field of information management, strengthening personnel management in relying solely on hand-management approach,in this way it will have to consume a lot of manpower, material and financial resources, and the work efficiency is low, it is also difficult to achieve the desired purposes, in order to improve working efficiency, ensure the quality of enterprises’personnel management and fast and accurately develop guidelines and policies. University personnel management information work can be considered as the basis of Personnel Management. To promote modernization of Colleges and Universities Personnel Management Information, Management should run in the management process, established scientific personnel management information system, used modern means to provide comprehensive, accurate, and timely information of teaching and administrative staff, offer datas for the leaders to make developing decision, deliver the reforming service for the college management.The author grasps the personnel information management at this stage as well as future development trends, fully embodies the ideas of modern personnel information management. Developing personnel management information system aims to visually show the data on the college teaching and administrative staff information and the proportion. It plays key roles for decision-makers to make a long-term personnel planning, improve management efficiency, provide basis for decision making and implement of information exchange, share resource etc.meanwhile, it becomes a necessary condition to scientific, standardized the management of personnel information.
