【摘要】 土地利用总体规划从1996年实施以来,在土地管理工作中发挥了重要作用,但在实施过程中也遇到了许多新情况和新问题。本文以国家级生态示范区南平市为研究对象,通过对现有土地利用总体规划实施评价的总结研究,建立国家级生态示范区土地利用总体规划实施评价方法和评价指标体系,分析研究评价南平市上轮土地利用总体规划的实施情况。研究结果表明：(1)南平市本轮土地利用总体规划实施的综合指标评价值是92.15分,说明南平市土地利用总体规划实施进展和成效良好,规划实施生态环境协调性、实施管理的高效性和国家级生态示范区建设进展情况良好,各规划和生态示范区指标得到较好执行,取得了较高的经济、社会和生态环境效益,规划实施成效明显,执行土地利用总体规划促进了社会经济的发展,在生态区建设上也取得了不凡业绩。(2)规划评价指标执行情况中整理开发复垦增加耕地、生态退耕、绿色GDP建设、污染物的排放治理,城镇生活垃圾无害化处理等指标均未能很好的实现,其余指标得到了较好的实现。第一、耕地保有量、基本农田保护规划目标与生态退耕目标相冲突；第二用地布局、建设用地内部指标和相应配套用地分配不合理。第一、科学的规划编制；第二、建立土地利用总体规划实施的监测机制,保障规划的顺利实施；第三、建立以3S技术为基础的土地利用总体规划信息系统,实现动态管理和监测规划,是保证规划实施的重要手段；第四、加强对经济发展、产业结构和政府政策的研究,保障南平市合理的用地需求。更多还原

【Abstract】 Land Use Planning have played an important role since the implementation of land management from 1996, but in the implementation process has encountered many new situations and new problems. In this paper, state-level ecological demonstration area for the study of Nanping City, through the existing land use planning summary of the evaluation, the establishment of national ecological demonstration area land use planning as the evaluation index system of evaluation of Nanping City the last round of land use planning implementation. The results show that:(1) round of Nanping City land use planning of comprehensive evaluation index value is 92.15 points, indicating Nanping City progress in the implementation of land use planning and the effectiveness of good co-ordination of planning and implementation of ecological environment, the implementation of the management of state-level eco-efficiency and progress in building a good demonstration area, the planning and ecological demonstration zone indicators are well implemented, achieved high economic, social and ecological benefits, planning implementation and proved to be the implementation of land use planning to promote the socio-economic development, in Ecological Zone has also made remarkable achievements.(2) implementation of planning evaluation developed and reclaimed in order to increase arable land, ecological restoration, construction of green GDP, emissions control, urban domestic garbage treatment and other indicators are not well implemented, the other indexes have been better implementation.First, the amount of cultivated land and basic farmland protection planning goals and objectives of ecological restoration in conflict; Second, land distribution, land for construction sites within the target and the corresponding supporting irrational distribution.(4) of the Land Use Planning and the implementation and management of the recommendations:First, the science of Planning; Second, land-use planning to establish monitoring mechanisms to ensure the smooth implementation of the plan; Third, the establishment of 3S technology-based land use planning information system, dynamic management and monitoring plan, is an important means to ensure the implementation of plans; Fourth, to strengthen economic development, industrial structure and government policies, in protection of Nanping reasonable demand for land.更多还原
