循环经济视角下县域生态工业园规划与设计研究

【摘要】 随着工业化的推进和经济的快速增长,我国环境污染和资源匮乏问题日渐严重。循环经济是遵循“减量化、再利用、再循环”原则,以经济、社会及生态效益的整体最优为目标,按照生态原理对现有经济与社会系统重构和改造的可持续发展方式。发展循环经济是我国突破资源与环境约束瓶颈,践行科学发展观的理性选择。县域经济是国民经济的基础性单元,该系统集中了全国70%以上的人口、90%以上的国土面积,创造了50%以上的GDP,县级工业园区是县域经济工业化集聚区,是我国发展循环经济的重点领域。生态工业园区是依据循环经济理念和工业生态学原理而设计建立的一种新型工业组织形态,是最具环境保护意义和生态绿色概念的工业园区。建设县域生态工业园区,不但有利于企业自身的发展壮大,而且可以在区域、行业范围内促进资源综合利用、高效利用,引导绿色工业导向和可持续发展。本研究以循环经济学、工业生态学、景观生态学园以及社会生态学理论为指导,从国内外工业园区生态化现状出发,在总结工业园区生态化设计成功经验的基础上,构建了工业园区生态化设计的基本框架和一种简要的生态工业园评价体系。本文以湖南宁乡经济技术开发区作为研究对象进行实证分析,从园区的自然经济及社会背景出发,运用能值分析方法对经济技术开发区能流、物流、信息流、货币流、人口流进行定量分析和衡量,从中评价其在社会经济系统中的作用和地位,以此为基础,在产业定位上对园区的生态化设计作了一个总体的构想:确立了园区机电、服饰、新材料、绿色食品四大主导产业;设计了由核心企业及相关附属企业组成的工业生态群落、生态景观及园区支持系统,对建设真正意义上的经济效益、生态效益和社会效益协调发展的生态型工业园区具有一定的借鉴作用。论文最后总结了全文,并归纳了研究结论和提出了论文不足之处。论文还在此基础上提出了对未来研究工作的展望,以期进一步完善相关研究成果。

【Abstract】 With the advance of industrialization and rapid economic growth, environmental issues and resource issues become increasingly severe. Circular economy which observes the "Reduce, Reuse, Recycle" principles, and aims at benefiting the overall optimum of economy, society and ecology, is a sustainable development approach to reconstruct and transform the existing economic and social systems according to ecological principles. Developing circular economy is the rational choice that can break through the bottleneck of resources and environmental constraints, and practice the scientific concept of developmentCounty-level economic system is the basic unit of the foundation of the entire national economy system. The system which embraces the country’s more than 70% of the population, more than 90% of the total land areas and more than 50% of GDP, is China’s key areas for the development of circular economy, and the County-level Industrial Park is the central locus of county-level economic industrialization. The eco-industry park, as a new form of industrial organization,which is based on the concept of circular economy and industrial ecology principles, is an industrial park that bears the most environmental significance and green ecological concept. Construction of county-level eco-industry parks can not only be beneficial to the enterprise’s own development and growth, but also promote comprehensive and efficient utilization of resources in the region and industry, and guide the green industry orientation and sustainable development.This study, guided by the theories of circular economy, industrial ecology, landscape ecology and social ecology, starting from the current status of industry parks’ ecological development at home and abroad, constructs the basic framework of industrial parks’ecological design and a simple eco-industry evaluation system. Thereafter, the paper takes the Ningxiang County’s Economic and Technological Development Zone as the object of study for empirical analysis, starting from the park’s natural economy and social background, by applying the Energy Analysis to quantitatively analysis and measure the energy flow, logistics flow, information flow, currency flow, population flow, and evaluates its function and status in socio-economic system, and on this basis, formulates a general concept on park’s ecological design from the perspective of industrial positioning, which confirms the four leading industries including machinery, rag trade, new material and green goods and designs industrial ecological communities and landscape eco-systems and support systems that consist of core enterprises and relevant subsidiary companies, and thus is in reference to form a real-sense eco-industrial park in which the economic effects, ecological effects and social effects develop in coordination.The paper concludes at the end of the text, and summarizes the research conclusion and presented deficiencies of the paper. And based on this, this paper also proposes prospects for future research to further improve the relevant research results.
