加州高等教育总体规划对黑龙江高教强省的启示

【摘要】 黑龙江高教强省建设2008年正式启动,旨在通过做强高等教育来推动黑龙江省经济又好又快发展。目前在这一战略的推进过程中存在着高校定位模糊、创新和服务能力不足、科技成果转化难、高等教育管理体制不畅等问题。借鉴美国加州高等教育总体规划的成功经验,只有促进高等教育系统功能分化基础上的功能整合,加强高等教育系统与政治、经济、法律、社会系统的协调与合作,实现高等教育决策咨询系统、信息系统对决策中枢系统的支撑,才能从根本上解决黑龙江高教强省建设进程中存在的问题,实现“强教强省”的目的。更多还原

【Abstract】 In the Construction of Heilongjiang by Enhancing Higher Education initiated in 2008, problems such as the college location ambiguity, lack of innovation and service capabilities, conversion difficulties of science and technology achievements, rigidity of management system of higher education have been faced. From a systematic study of the Master Plan of Higher Education in California, experiences have been found helpful to solve our problems. The conclusion is that in order to promote the economic development of Heilongjiang province by enhancing higher education, we must promote the functional differentiation for better functional integration of higher education system, promote the coordination and cooperation of higher education system with political, economic and social system, and promote the establishment of information system, the consulting system to support the decision-making system.更多还原
