群体性事件中的行政领导者伦理缺失及其防治

【摘要】 群体性事件作为我国近年来社会生活中的不安全因素,由于其常常给正常的生活秩序带来干扰,甚至造成严重的经济损失和付出生命的代价,因此引起了越来越多的关注。2008年发生的群体性事件在数量上、规模上,抑或是事件所带来的影响上都是空前的,政府机关对群体性事件处理稍有不慎,就很容易损害党和政府在人民群众心中的形象,甚至会动摇我党的执政基础。因此本文首先对行政领导者伦理的理论进行了梳理和构建,作为审视群体性事件的一个分析工具；其次,本文从行政领导者伦理这一独特的视角分析了行政领导者在群体性事件的萌发期和爆发期的伦理缺失问题；最后,文章关于如何能够从源头上防治群体性事件提出了相应的路径选择。更多还原

【Abstract】 Group Events in recent years are China’s social life of insecurity. Because of its often to interference with the normal order of life, and causes serious economic losses, thus causing more and more attention. Group Events occurred in 2008 are unprecedented in the number of mass incidents, scale, or impact on the events.If government agencies on a little careless handling of mass incidents, it is easy to damage the party and the government among the masses heart image, or even shake my party’s base. As an analytical tool to look at group events, this article first combed the theory of executive leadership ethics. Secondly, this paper analyzes the Problems of the administrative leadership lack of ethics in the period of germination and outbreak. Finally, this paper put forward the corresponding Path on how to control the source of group events.更多还原
