【摘要】 改革开放三十年来,随着我国经济的快速发展,各种各样的环境问题浮现出来,使我们面临如何处理经济增长与环境污染之间关系的问题。陕西省具有着丰富的矿产和能源资源,加速着陕北重化工基地资源开发和原材料加工等高耗能、高污染类产业的大幅发展,有色、电力、石油石化、建材、化工等高耗能行业投资增速也明显加快,但同时由于能源和水资源等主要自然资源的过度开采,使得环境破坏明显加剧,突发环境污染事件增多,环境纠纷时有发生。这种增加资源消耗和污染的发展方式,给我省的节能减排工作带来重重困难。受发展水平限制,,目前我省环境治理的多项指标还落后于全国平均水平,要完成环境污染治理和资源综合利用目标,任务非常艰巨。研究陕西省经济增长与环境污染变化之间的关系,实现经济与环境之间的协调发展迫在眉睫。第一部分阐述了研究陕西经济增长与环境污染相关关系的必要性,介绍了本文的研究思路、方法。从国外和国内研究两个方面介绍经济发展与环境污染关系研究的有关理论和文献,在全国层面和区域层面对有关文献进行了归纳和总结。第二部分在现有理论的基础上从分工角度探讨经济和环境相互之间的促进作用,经济的发展降低了分工,扩大了市场范围,提高了专业化程度,带来的环境风险；同时环境的污染促进了自发性经济自身的成长和经济系统结构的发展。第三部分回顾陕西经济增长环境污染过程和现状研究,通过分析陕西历年经济和金融的数据、图形,讨论陕西经济增长的基本特征以及陕西经济和污染数据之间是否有明显的统计上得一致性。第四部分进行了陕西省经济发展对环境污染的定性分析。第五部分通过运用单位根检验、协整检验、格兰杰因果检验等计量分析的方法,分析陕西经济增长与环境污染之间是怎样的关系,前文假设是否成立,对检验的结果进行说明和分析。第六部分是在第五部分分析的基础上,找出如何促进陕西经济发展提出政策建议。第七部分是本文结论及需要进一步解决的问题。更多还原

【Abstract】 Reform and opening up the past three decades, as China’s rapid economic development, a wide range of environmental problems emerge, so we are faced with how to deal with economic growth and the relationship between environmental pollution problems. Economic growth requires consumption of the means of production and generate a lot of waste, will inevitably have an impact on the quality of the environment, environmental issues in turn, economic growth would be counterproductive. Therefore, economic growth and environmental development is the mutual promotion and mutual restraint. Shaanxi Province has rich mineral and energy resources, speed up the heavy chemical industry base in northern Shaanxi resources development and processing of raw materials such as energy-consuming, high polluting industries a significant development, non-ferrous metals, electric power, petroleum and petrochemical, building materials, chemicals such as energy industry growth rate of investment was significantly accelerated, but at the same time, such as energy and water resources as a result of the main over-exploitation of natural resources, making a perceptible increase in environmental damage, increased incidence of sudden environmental pollution, environmental disputes occur from time to time. This increase in resource consumption and pollution the development of methods to reduce emissions in our province’s energy-saving work of a lot of difficulties. By limiting the level of development, the current environmental governance in our province a number of indicators also lagged behind the national average, to complete the environmental pollution control and comprehensive utilization of resources objectives, tasks are daunting. Study of the Shaanxi Provincial economic growth and environmental changes in the relationship between the economy and the environment to achieve coordinated development between imminent.Research on the first part of Shaanxi’s economic growth and environmental pollution related to the relationship between the need to study this article introduced the ideas, methods and Innovation Department. From abroad and domestic research, introduced the two aspects of economic development and environmental research on the relationship between theory and literature, at the national level and regional level of the literature is summarized and concluded. The second part of the existing theories based on the perspective from the division between economic and environmental role in promoting economic development to reduce the division of labor, and expand the scope of the market, improve the degree of specialization, the environmental risks; At the same time, environmental pollution has promoted its own spontaneous economic growth and economic development of system architecture. Recalling the third part of Shaanxi’s economic growth process and the status of environmental studies, through the analysis of the calendar year in Shaanxi’s economic and financial data, graphics, discussion of Shaanxi’s economic growth, as well as the basic characteristics of the economy in Shaanxi and pollution data whether there is a statistically significant consistency. The fourth part of the economic development of Shaanxi Province on a qualitative analysis of environmental pollution. Part V through the use of unit root test, cointegration tests, Granger causality test and other quantitative analysis methods, analysis of Shaanxi between economic growth and environmental pollution is how the relationship between the assumptions set up earlier on the test results are described and analysis. Part VI is the fifth part of the basis of the analysis to find out how to promote economic development in Shaanxi Province put forward policy recommendations.
