【摘要】 从全球范围来看,产业集群是当代区域经济发展的成功模式。目前产业集群已经成为产业发展的主流形式,产业集群战略也成为政府制定经济政策的有效工具。装备制造业作为基础性和战略性产业,具备产业集群发展的条件,并具有明显优势,产业集群是装备制造业发展的有效途径。目前全球装备制造业产业集群发展很快,产业集群是装备制造业发展的必然趋势。2002年以来我国提出了振兴装备制造业战略,陕西省“十一五规划”提出要振兴陕西装备制造业,并重点发展装备制造业产业集群,这为陕西省装备制造业产业集群的发展带来了契机。陕西省装备制造业产业集群现阶段的发展水平如何,直接关系到如何科学规划和培育装备制造业产业集群,这对陕西省装备制造业产业集群的发展以及振兴陕西装备制造业都具有重要意义。目前学术界忽视了对装备制造业产业集群的研究,不仅定性研究的文献很少,而且定量研究的文献则更少。因此,非常有必要对陕西省装备制造业产业集群化水平进行定量化的科学研究。本文以陕西省装备制造业为研究对象,以产业集群理论和装备制造业理论为基础,首先对陕西省装备制造业产业集群化的现状进行分析,论证了陕西省装备制造业产业集群化的可行性,并找出陕西省装备制造业产业集群存在的问题。在此基础上,运用定量的方法从产业集群集聚度和产业集群集聚效应两个视角研究陕西省装备制造业的产业集群化水平。首先,选用区位商指数和产业集聚指数,从静态和动态的两个角度,从地方专业化水平和产业集聚的发展速度两个方面对产业集群集聚度进行测度研究；其次,构建CES模型对产业集聚效应进行测度研究；最后,总结分析测度结果。研究表明：陕西省装备制造业产业集群总体正处于初级发展阶段,产业集聚程度仅仅略高于全国平均水平,产业集聚效应还未显现,产业集群的发展速度明显低于全国的平均水平；其中交通运输设备制造业和专用设备制造业产业集群水平发展最高,并且产业集群已初步形成；金属制品业产业集群水平最低；通信设备、计算机及其他电子设备制造业产业集群水平的衰退最明显。在以上研究的基础上,最后提出了加快陕西装备制造业产业集群又好又快发展的对策建议。更多还原

【Abstract】 From the view of global range, Industrial cluster is a success model during contemporary regional economic development. At present, Industrial clusters have become the mainstream form during industrial development, and Industrial clusters Strategy have become an effective tool of government strategy to develop economic policy. Equipment manufacturing as a basic and strategic industry has obvious advantages with the development of industrial clusters; Industrial cluster is an effective way to develop Equipment manufacturing. At present, the world’s equipment manufacturing clusters have developed very rapidly, the trend is inevitable for equipment manufacturing clusters. Since 2002, China put forward a strategy to revitalize the equipment manufacturing, Shaan xi Province also put forward "11th Five-Year Plan" to revitalize the equipment manufacturing of Shaan xi Province, and focus on the development of equipment manufacturing cluster, which provide a turning point to the development of Shaan xi Province’s equipment manufacturing clusters. the level of the development of Shaan xi equipment manufacturing clusters at the present stage is directly related to how to plan and train scientifically equipment manufacturing clusters, which is very important to develop Shaan xi Province’s equipment manufacturing clusters and Revitalize the equipment manufacturing in Shaanxi Province. At present, the academic has neglected the study of the equipment manufacturing industrial cluster.Not only the qualitative research literature is little, but also the quantitative study of literature is even more less.Thus, it is necessary to the equipment manufacturing industrial clusters in Shaanxi Province to quantify the level of scientific research.This paper takes the Shaan xi Province’s equipment manufacturing as the research object, on the Basis of Industrial Cluster Theory and the equipment manufacturing industry theory, first, this paper analysises the status of Industrial cluster of the equipment manufacturing in Shaanxi Province, demonstrates the feasibility of industrial clusters of equipment manufacturing in Shaanxi Province. And finds problems following the development of the equipment manufacturing clusters in Shaanxi,On this basis, from two perspectives of the aggregation degree of industrial cluster and industrial cluster effect, by Applying quantitative methods research the level of industrial clusters of equipment manufacturing in Shaanxi Province. First of all, the choice of area business index the index of industrial clustering, Selecting Location quotient index and the convergence index of the industry, From both static and dynamic view, From the local level of Specialization and the speed of development industrial clustering two sides measure clusters aggregation degree; secondly,Constructing the model of CES to measure industrial cluster effect; Finally, sums up the results of analysis of the measure, the results showed that:Shaan xi Province’s equipment manufacturing clusters is in its early stages in general, that is, the stage of industrial clustering, The degree of industrial clustering was only slightly higher than the national average, Industrial clustering.effect has not yet emerged, The growth of Industrial cluster was significantly lower than the national average; among them the cluster of transportation equipment manufacturing and Special equipment manufacturing are in the highest development level, and the industrial cluster has taken shape; the cluster of metal products industry is in the lowest development level, the cluster of Communications equipment, computers and other electronic equipment manufacturing is obvious in recession. On the above Research basis, Finally, this paper proposes countermeasures and suggestions to speed up the Shaan xi Province’s equipment manufacturing clusters to develop well and fast.更多还原
