高考加分政策公平问题研究

【摘要】 高考加分政策主要是指教育部与各省市的教育主管部门、高校在高等学校招生考试录取中根据考生的民族、思想政治表现、竞赛获奖情况以及对社会的贡献等情形给考生一定的高考分数优惠与照顾的行为准则。我国高考加分政策最早可以追溯到1950年,当时高校招生就对于参加工作三年以上的革命干部及革命军人、兄弟民族学生以及华侨学生实行从宽录取。这种具有显著的政治化特点的“优先录取”政策正是高考加分政策的雏形。1977年恢复高考之后,高考加分政策的出发点发生了根本变化,加分的幅度和对象也不断进行调整。高考加分一直以来都是我国高招录取过程中的一个重要环节,它不仅关系到千万考生享受教育公平的基本权益,也关系到各个高校的招生质量,进而影响到国家高级人才的培养与储备。近年来,高考加分政策所造成的公平性问题也凸现出来,引起社会各界的广泛关注。本论文主要是针对我国高考加分政策以及由此带来的公平问题而展开研究的。主要运用的研究方法包括文献研究法、问卷调查法、统计分析法等。本文以政策分析为研究视角,以社会公平为理论依据,以高考加分政策为研究对象,围绕高考加分政策的公平性这一核心问题,在历史考察的基础上进行实证研究。本论文共分为五个部分。第一部分从公共政策学的宏观层面出发,探讨高考公平的涵义、高考公平的属性、高考加分政策公平的判定规则以及高考加分政策公平的价值取向;第二部分对我国高考加分政策进行历史梳理、并在对英美及台湾地区进行实践考察的基础上进行国际比较;第三部分从政策公平性分析的微观层面着手,在前文的基础上进行实证研究,分析我国现行高考加分政策的公平性;第四部分探寻影响我国高考加分政策公平性的深层次原因;第五部分,在归因分析的基础上,结合时代背景,提出一些有利于提高高考加分政策公平性的对策和建议。
【Abstract】 Mark adding policy of college entrance exam, which is carried out by the Ministry of Education and the provincial and municipal education authorities, colleges and universities in the college entrance examination, mainly refers to the code of conduct to give some candidates the scores concessions, according to the nation, ideological and political performance, contest awards and the contribution to the society.this policy can date back to 1950, when the college entrance tended to take in the students who have work for more than three years of the revolutionary cadres and revolutionary soldiers, as well as students from minority nationality, overseas Chinese students.after the restoration of college entrance examination in 1977, the policy had a fundamental change in the range of mark adding and objects.The mark adding policy of college entrance exam is not only related to millions of candidates basic rights of fair access to education, but also related to the quality of the various college enrollment.However, the widely concernd problems of the fairness stand out in recent years.This paper is aimed at the mark adding policy of college entrance exam and the resulting problems of the fairness. The main research methods includes documentary research, questionnaire survey method, statistical analysis method and so on.In this paper, we have a research at the core of fairness of the mark adding policy of college entrance exam in the historical investigation and empirical research.This paper is divided into five parts.The first part is about the fair rules, and it proceeds from the macro-level from a public policy; the second part is about the history of china’s mark adding policy of college entrance exam and the aim of this policy, on the basis of the study in the Anglo-American and Taiwan region; the third part analyses the fairness of china’s current policy; Part IV explore the deep-seated reasons, which have an impact on the fairness of China’s college entrance examination; fifth section, based on the analysis, combined with historical backgrounds, and put forward some suggestions to improve the fairness of the make adding policy of College Entrance Examination.
