【摘要】 汉江流域是长江最大的支流域,水资源蕴藏丰富,在陕、豫、鄂三省的可持续发展中,具有其战略意义。同时作为国家“南水北调”工程中线水源地和陕西省“引汉济渭”工程的水源地,还是湖北省中下游饮用水源地。无论从汉江流域的区位优势、经济战略优势分析、还是从南水北调的战略地位的分析,汉江流域生态保护的可持续发展都会给全国带来重大的社会影响和环境影响,具有极其重要的战略地位和决策意义。因此汉江流域的生态保护不管是在长江流域和全国具有重要意义。近些年来,专家学者们对于汉江流域的研究有所增加,绝大部分都是研究汉江流域的水资源开发和利用问题,也有部分国内专家和学者对汉江流域生态环境进行了局部或者某一个方面的研究,而针对汉江流域整体的生态保护可持续性发展的研究却很少,这对汉江流域生态环境的保护不利。本文的重点是保护汉江流域的整体生态环境。通过分析汉江流域目前存在的水环境污染问题、生态遭到破坏的生态问题和缺少流域的整体生态规划、管理机构的不健全、生态补偿不到位、环境执法不力等管理问题和其产生的原因进行了全面的剖析,笔者提出了编制流域生态保护的综合规划、建立流域管理机构、完善生态补偿机制、提高环境执法能力和水平及加强环境教育等对策,公众参与机制和监督机制对策贯穿始终,以确保汉江流域生态的保护能够沿着可持续发展的方向前进。更多还原

【Abstract】 The Hanjiang River basin is the Yangtze River biggest basin, the water resources implication is rich, in Shanxi, Henan, in the Hubei three province’s sustainable developments, has its strategic sense. Meanwhile "the northward rerouting of southern river" the project median line water source "directs the Chinese Jinan Wei" as the country with Shanxi Province the project water source place, middle and lower reaches Hubei Province tap water source area. Regardless of from the Hanjiang River basin’s geographical superiority, the economic strategy superiority analysis, from the northward rerouting of southern river strategic position’s analysis, the Hanjiang River basin ecological protection’s sustainable development can bring the significant social impact and the environmental effect to the nation, has the extremely important strategic position and the policy-making significance. Therefore no matter the Hanjiang River basin’s ecological protection holds the important status in the Yangtze valley and the nation.Recent year, the experts increase regarding the Hanjiang River basin’s research, the major part is studies the Hanjiang River basin the water resources development and the use question, also had a part of domestic expert and the scholar has conducted partial or some aspect research to the Hanjiang River basin ecological environment, but were very actually few in view of the Hanjiang River basin whole’s ecological protection sustainable development’s research, this did not favor the Hanjiang River basin ecological environment the protection.This article key point is protects the Hanjiang River basin the overall ecological environment. Through analyzes the Hanjiang River basin present existence the water environmental pollution question, the ecology to be destructed the ecology question and lacks the basin the overall ecology plan, the management structure not perfect, the ecology compensation not to arrive, management questions and so on environment law enforcement not strength, as well as the reason which produces to it carries on the comprehensive analysis, the author proposed the establishment basin ecological protection’s unified plan, the establishment watershed management organization, the consummation ecology compensation mechanism, sharpens the environment law enforcement ability and the level and strengthens the environmental education, must pass through the public to participate in the mechanism and the supervising mechanism throughout, guarantees the Hanjiang River basin ecology the protection to be able along the sustainable development direction advance.更多还原
