北京市京津风沙源治理工程生态效益评价研究

The Evaluation Research of Beijing-Tianjin Sandstorm Source Control Project’s Ecological Benefits

【摘要】 京津风沙源治理工程是为改善和优化京津及周边地区生态环境状况,减轻风沙危害而实施的一项具有重大战略意义的生态建设工程。该工程的实施直接关系到我国经济社会可持续发展和全面建设小康社会目标的实现,具有重大的现实意义和深远的历史意义。本文通过专家评分法、数学模型法等方法在分析国内外的相关研究内容基础上结合北京市京津风沙源治理工程实际情况,建立了北京市京津风沙源治理工程生态效益评价指标体系。并收集统计北京市园林绿化局、北京林业大学开展的多项监测、调查和试验研究项目的基础数据,通过专项统计监测、野外及室内试验等手段对相应指标进行分析研究,利用数值计算、打分,进一步对北京市京津风沙源治理工程生态效益进行评价和分析,同时进行几大生态效益的价值评估,具体从数量及经济角度对京津风沙源治理工程给予客观的评价。研究表明,北京市京津风沙源治理工程生态效益的总体分值为69.71分,属于较好一列;植树造林种草调节水量达1.63亿吨;改良土壤效益达到11583.83万元;固碳释氧效益明显,植被和土壤共固碳量达248.12万吨;京津风沙源各项生态效益总值达到19.16亿元。经各项生态指标逐级计算及评价结果显示,京津风沙源治理工程生态效益较好,维持生态稳定性等效益正趋向于最佳状态。同时研究也发现了工程实施和管理方面存在的一些问题,如后续产业开发相对滞后,对项目建设成果利用率低,部分项目区管护不严,存在损坏现象等等,针对这些问题,提出一些对策,以确保对京津风沙源治理工程效益达到最优以及后续工程的顺利实施。

【Abstract】 Beijing and Tianjin Sand Source Control Project is aim to improve the ecological environment of Beijing, Tianjin and the surrounding areas, reduce the hazards of sand storms, and has great strategic significance being an ecological construction. The implementation of the project is directly related to the sustainable development of our economic and social and the goal of constructing the well-off society. So the project has both great practical and far-reaching historical meaning. Based on the data of monitorings, investigations and experiments carried out by the Beijing Municipal Bureau of Landscape and Forestry and Beijing Forestry University, by special statistical monitoring, field and laboratory experiments and some other ways, combined with the expert rating method, mathematical models and so on to analyse the related research by home and abroad experts plus the actual situation of Beijing and Tianjin sand source control project in Beijing, then establish the evaluation index system of the ecological benefits of Beijing and Tianjin sand source control project.This article is based on the status of the project in Beijing, through the sample survey of the Beijing and Tianjin sand source control project and give all the indexes their grades, carried out the evaluation and analysis of ecological benefits of the project, and count out the economical benefits of the project, then we could evaluate the project objectively. The results show that the score of Beijing Tianjin sand source control project ecological benefits in Beijing is 69.71 points, is in superior level, Planting trees and grass have saved 163 million tons of water, the benefits though soil conservation is up to 115,838,300 yuan, the benefits of fixing carbon and releasing oxygen is obvious, the total of vegetation and soil carbon sequestration capacity reached 2.4812 million ton, and the value of ecological benefits reached 1.916 billion yuan. Through the calculation step by step, found that the ecological benefits is well, and the ecological function of maintaining ecological stability tend to the best condition.There are still some problems exist in the project implementation and management areas, such as the following industry development lagged behind, the use of the outcome of project is scared, and some areas lack of protect.According to these problems, I provided some advises,in order to make the best use of the Beijing Tianjin sand source control project and promise the success implementation of the project later.
