【副题名】以湖南省L县S乡农田水利基础设施供给为视角

【摘要】 农村公共产品的供给与“三农”问题的解决、农村的稳定以及农村的现代化密切相关,是一个事关经济社会和谐发展的全局性问题。目前我国中部欠发达地区农村公共产品的供给存在供给总量不足、供给质量不高、利用效率低、受益者不均衡等突出问题。其中农田水利基础设施公共产品供给存在的问题极具代表性。本文试图通过对我国中部欠发达地区农村农田水利基础设施公共产品供给模式的个案分析,探究我国中部欠发达地区农村公共产品供给的困境,分析其内外原因,在比较我国城市与发达地区农村公共产品供给模式基础之上提出解决我国中部欠发达地区农村公共产品供给困境的可供借鉴之路。全文共五章。第一章绪论,主要概括研究背景与研究意义、国内外研究现状等内容；第二章分析公共产品的供给模式与效果参照,主要阐述了中国城市和发达地区农村公共产品供给模式及效果,我国中部欠发达地区农村公共产品供给模式的发展历史；第三章分析S乡农田水利基础设施供给困境；第四章探究S乡农田水利基础设施供给困境成因,即政府失灵、市场缺位、农村社区供给缺位与自愿供给缺位等。第五章提出我国中部欠发达地区农村公共产品供给解困的建议,认为应从加大政府供给投入、鼓励和引导市场参与供给、充分发挥农村社区在供给中的作用、鼓励自愿供给和建立农村公共产品供给有效法律保障体制等方面着手,破解我国中部欠发达地区农村公共产品供给难题。更多还原

【Abstract】 The supply of public goods in rural areas of less developed regions of the central part of China is closely linked to the "three rural problem" issue、the stability of rural areas and the modernization of rural areas. It is a matter associated with the economic and social harmonious development. At present, the supply of public goods has become prominent in less developed rural areas. The main problem of which is that the supply of public goods is less than the total demand、low quality、inefficiently use、unbalanced beneficiaries. The water conservancy irrigation infrastructure is the representative of which. To provide valuable solutions for the supplying plight of public goods in rural areas of less developed areas of the central part of China, this paper analyzes the supplying model of water conservancy infrastructure in Country S, explores the supplying dilemma of public goods and the internal and external reasons of which, compares the supplying model of urban and rural public goods.There are five chapters. The first chapter is the introduction, including research background and significance, the status quo at home and abroad and so on. ChapterⅡis the supply of public goods, models and effects of reference, which mainly includes the mode and effects of rural public goods supply in China’s urban and developed areas, the history of supply model of public goods in backward rural areas. ChapterⅢis the supply of rural infrastructure, water irrigation and conservancy predicament. Chapter IV explores the causes of the supply plight of rural water irrigating infrastructure in County S, which includes the government failures, market vacancy, community supply failures, and self-organization supply failures. Chapter V is the way to overcome the predicament of rural public goods supply in undeveloped areas, which includes increasing the providing input of the government, market participants supply, giving full play to the role of communities in the supply, encouraging the self-organization to supply, establishing legal protection system of rural public goods and effective supply.更多还原
