从DUNG QUAT船厂管理案例看国际EPC项目在新领域下的应用

【摘要】 本文是采取EPC理论与越南DUNG QUQT船厂EPC项目实施案例相结合的方法,在介绍国际EPC合同理论的基础上,通过DUNG QUQT船厂实施过程管理分析及应用,并举例阐述承包商在承担国际EPC项目可能遇到的问题和风险,尤其是新领域承担工程面临的困难和风险性更大,总将自己对EPC工程项目的有关经验进行了总结,意在让读者更加全面和深入理解EPC合同理论,并希望其能从DUNG QUAT船厂管理案例获得一定的启发和深思,也希望对从事有EPC工程项目的人员有所帮助。全文共分五个章节,主要内容如下:绪论部分提出研究国际EPC项目管理的目的与意义、研究思路与结构。EPC项目管理概述主要包括EPC的合同条件、国际EPC工程项目管理模式的发展、FIDIC合同条款、EPC工程项目发展和EPC项目的模式等。EPC项目案例讲述,包括项目来源和项目EPC合同简介、DUNG QUAT船厂项目基本情况和项目管理三部分。在项目基本情况部分主要包括项目设计、项目内容、项目投资和融资和出口卖方信贷部分;在项目管理部分,按项目评估、施工准备、设计、物资采购和实施等阶段进行了阐述,并将风险管理进行了重点讲述。提出新领域下国际EPC项目管理应注意的问题,分国际工程的区别、新领域风险和EPC项目风险源头三部分进行阐述。在国际与国内工程的区别之中,进行阐述,如法律、风俗、技术标准、建筑材料和沟通等方面几个主要方面;同时讲述了承包商在造船待业新领域虽然给予了高度重视,但难免在实施工过程中发生由于认识不足所吸取的教训;最后阐述EPC合同是对承包商能力的综合考验,EPC合同的执行成败取决于控制风险的源头。结合自己实施EPC项目的实际经验,对自我对国际EPC合同项目的实施认识做了全面的总结。

【Abstract】 Through the case of EPC project management of Vietnam Dung Quat Shipyard with combination to EPC Contract Theory, this thesis 1) highlights the issues and risks which may be encountered by contractors of international EPC project as more difficulties and risks would arise in new sector of construction works,2) concludes notable experiences in international EPC project to achieve deep understanding to EPC Contract Theory,3) make illumination and consideration from project management of Dung Quat Shipyard,4) and provide reference for the persons who are involved in EPC project.This thesis is composed by 5 sections, with extracts as below:The introduction section presents the object, significance, research methodology and outline for study of international EPC project.EPC project management is descripted by briefly, including terms and conditions of EPC contract, development of international EPC project management modes, terms and conditions of FIDIC, development of EPC project, and modes of EPC project.It is an elaboration on the case of EPC project, including 3 subsections:1) origination of the project and briefing of EPC Contract,2) basic information of Vietnam Dung Quat Shipyard project,3) project management. The second subsection mainly covers engineering and design, investment, financing and supplier’s credit loan of the project. The third subsection mainly covers assessment of the project, preparation, engineering and design, purchase of equipments and materials, execution of construction works, with emphasis on risk management.It presents notable issues involved in international EPC project in new sector, including 3 subsections:1) difference between national projects and international projects,2) risks in new sector,3) risk sources of EPC project. The first subsection mainly covers laws, customs, technical standard, construction materials, and communications. In the second subsection, it is elaborated that the Contractor paid highly attention to the new sector of shipbuilding, however insufficient understanding and comprehension inevitably results in some lessons through execution of works. In the third subsection, it is elaborated that EPC project is a comprehensive testing on the competence of contractor, success of EPC project depends on the control of risk source.With my own project management experience in the recent years, summary is made in full aspects to my knowledge in execution of international EPC Contract Project.
