聊城市农村饮水安全工程管理信息化系统开发与应用研究

【摘要】 聊城市由于自然地理和气候特点,以及工农业发展等因素,大面积分布着高盐高氟和高污染区,农村饮水安全问题日益突出。为解决农村饮水安全问题,截止到2009年底,聊城市已建农村饮水工程506处,农村自来水普及率达到85.7%。随着农村饮水工程建设的开展,聊城市供水工程建设标准化和普及率不断提高,农民群众对自来水的依赖性也愈加强烈。如何管理好工程,保证饮水工程长期、安全、高效运行,确保农村饮水安全,已成为亟需研究的课题。本文在调查分析聊城市自然地理概况、社会经济概况、水资源的特点、水质水量以及供用水现状的基础上,全面分析农村饮水安全工程现状、特点,综合归纳出建设管理中的存在问题。研究发现:农村饮水安全工程具有数量多、规模小、分散、科学管理水平低的特点,解决管理问题的关键是开发应用信息化管理系统,采取信息化手段提升管理水平。聊城市农村饮水安全工程管理信息化系统,将水利工程技术、计算机信息处理技术、自动控制技术、通信技术等充分融合,集先进性、实用性和易扩展性于一体,建立了强大的数据库,对农村饮水状况、工程GIS信息、供水工程数据进行分析,为领导决策和技术人员搞好工程建设与管理工作提供信息支持。同时,对运行工程的地下水位、流量、电量等运行参数进行自动采集、实时传输,初步实现了农村饮水工程运行的实时监控、优化运行调度,提高了管理水平,提升了工作效率。该研究,为全市的农村饮水工程的现代化、规范化管理提供了良好的平台和技术保障,为确保农村饮水安全和工程长效运行打下了基础。

【Abstract】 Due to natural, geographical and climatic characteristics, as well as factors such as industrial and agricultural development, the safety of drinking water is increasingly prominent in Liaocheng, especially in its rural areas. To solve the problem,506 rural drinking water projects have been built by 2009 and the access rate to tap water had risen to 87.5%. With the deepening of rural drinking water projects, the popularization and standardization of water supply project construction reach a higher level, and the peasants rely more and more on the tap water. Then, how to manage the projects well to ensure the long-term, safe and efficient operation and to ensure the safety of drinking water in rural areas has become an urgent subject.Based on the study of natural geography, socio-economic condition, water’s features, water quality and quantity, as well as the present state of water use in Liaocheng, the author found out the problems existing in construction and management after a comprehensive analysis of the status and features of the projects for rural drinking water safety. The study shows that the projects are large in quantity, small-scaled and dispersed; information management systems should be developed and applied to raise the management level.Hydraulic technology, computer information processing technology, automatic control technology and information communication technology are combined in the development and application of Liaocheng rural drinking water integrated information systems. A strong database is also established in such system which is advanced, practical and easily expanded. With the database the situation of rural drinking water, GIS information, water supply engineering data are analyzed to offer information support for the leadership decision and technical staff. Simultaneously, groundwater level, flow capacity, electric quantity and other running parameters are calculated and transferred, realizing real-time monitoring, so that the management level and work efficiency have been enhanced. The present study provides a good platform for the modernization and standardization of the rural drinking water projects so as to ensure the rural drinking water safety and engineering’s long-term operation.
