【摘要】 改革开放以来,“三农”问题逐渐成为党和政府的工作重点,所谓的“三农”问题就是指农业、农村和农民问题。农业是基础、农民是主体、农村是生活环境,三位一体构成了制约我国全面建设小康社会和实现现代化的主要“瓶颈”。解决“三农”问题是一个系统工程,不同的学者都提出过各种切实可行的政策建议,包括加大财政投入、改革财政体制、建立农村土地流转体制、加快农村基层政权建设等等。从公共经济学的视角来看,政府的职能就是提供公共产品,农村公共产品的提供对于“三农”问题的解决和“新农村建设”具有重要的现实意义。本论文是建立在一项针对农村公共产品供给效率的实证研究,通过问卷调查的方式,收集四个省案例和数据比较。在比较浙江、四川、吉林和湖北四省五个乡镇的农村公共产品供给类型、存在问题、村民公共产品满意度分布的基础上,试图勾勒我国农村公共产品供给的现状。在描述性分析的基础上,本文的运用了二项逻辑斯谛回归模型进行了回归统计分析。在经过文献分析、实证调查和统计分析之后,本文在借鉴国外的先进经验的基础上,认为构建农村公共产品供给机制必须涵盖农村公共产品需求的表达和收集机制、决策机制、财政机制和多元的主体机制。只有从整体上重塑农村公共产品供给机制才能真正解决农村公共产品供给的困境,进而从根本上解决“三农”问题。更多还原

【Abstract】 Since reform and opening up,’three dimensional rural issues’has gradually become the focus of the work of our party and governments, so-called’three dimensional rural issues’refers to the issues on agriculture, rural area and peasant. Agriculture serves as the foundation, peasant as the subject, rural area as living environment, which constitutes the main bottleneck of constructing well-off society and modernization. Solving’three dimensional rural issues’is a systematic project, different scholars have proposed a variety of feasible policy recommendations, including increasing financial investment, reforming financial system, establishing land transfer system in rural areas, accelerating the building of rural grass-roots political power and so on. From the perspective of public economics, the function of government is to provide public goods, the provision of public goods in rural areas is of practical significance in solving’three dimensional rural issues’and constructing new countryside.This paper is an empirical research in the investing efficiency of public goods in rural areas by way of a questionnaire survey to collect data and cases of five provinces. Through the comparison on the supply types of public goods, existing problems, villagers’satisfaction with distribution of public goods in five towns of Zhejiang, Sichuan. Jilin and Hubei Province, the author aims to find the status quo of the supply of rural public goods in our country. Based on a descriptive analysis, this paper adopts the 2-Logistic regression model for regression statistical analysis. After literature analysis, empirical investigation and statistical analysis, this paper learns from the advanced experience of foreign countries, and holds the opinion that it should include expression and collection mechanisms for public goods, decision-making mechanisms, financial mechanisms and pluralistic subjective mechanism when constructing rural public goods supply mechanism. Only by reshaping the public goods supply system wholly, can we really solve the supply plight of public goods in rural areas, therefore fundamentally solve the’three dimensional rural issues’.更多还原
