基于UML建模的规划管理信息化系统的集成

【摘要】 城市规划是一门综合性科学,规划部门在审批各类业务时,需要参考基础地形图、综合管线、总体规划、控制性详细规划、专项规划等相关资料,进行相关的研究分析。随着城市化的加速,建设规模越来越大,公众对规划部门办事的质量、效率、科学性的要求越来越高。传统的手工办理模式已远远不能满足社会对城市规划管理工作提出高起点的规划、高标准的建设、高效率的管理和高质量的服务的要求,因此规划信息化势在必行。近些年,各级规划部门在多年的信息化摸索中,陆续建立了规划管理信息系统、基础地理信息系统、地下管线系统等多重系统,而背后支撑这些系统的数据多应用于围绕某项或几项业务,但由于各种原因没能互联互通而形成为信息孤岛,无法更好地发挥效益,多年来形成的凌乱、歧义的数据影响着决策科学化,因此数据集成需求日渐迫切。本文主要介绍淮安市规划局通过UML建模、GIS技术、数据集成技术,挖掘出十七条业务流,迁移相关数据,整理出相关表单,对GIS数据进行了分层编码和符号化,并对表单进行了构建。通过集成规划管理信息系统,实现了信息资源共享的目标,保障了规划信息化的高效运转,增加了行政审批流程的透明度。

【Abstract】 Urban planning is a comprehensive science,when the planning department approve kinds of affairs, need to refer to the basic maps, underground pipelines, the general plan of city, the control plan of city, special plan and other related informations,then carry out related research and analysis.With the acceleration of urbanization, the scale of the city construction become more and more huge, public have more increasingly demands to planning department,such as quality, efficiency, scientific, the traditional processing model can’t meet the demand of more high standard for the construction, efficient management and quality of service requirements to urban planning, it is imperative to set up the planning informationize.In recent years, lots of planning department have established information system, such as mis, gis system, underground and pipelines system in the exploration of the informationize for many years, but the data of the support these systems is just used for lonely affairs. System become isolated information island because of lots of reason, the planning informationize can’t bring good value.The disordered, error data is affecting the scientification of making decision, therefore need to data integration gradually urgent.This paper mainly introduces the Bureau of Huaian urban Planning to adopt UML modeling、GIS technology and data integration technology, excavated 17 business flow, migrated relevant data, sorted out the relevant forms, GIS data was layered by code and symbol. By integrating planning manage information system, achieve the goal of information sharing, make sure the efficiency of the planning manage information system,increase the transparency of the approval process.
