南水北调中线一期工程总干渠穿漳河建筑物洪水影响研究

【摘要】 随着我国经济建设的飞速发展,基础设施建设投入的加大,河道建设项目越来越多,但建设项目侵占河道、滩地以及填河、围湖等非法开发建设,将严重影响河道行洪,导致局部水位抬升,河道调蓄能力以及行洪能力大大降低,一旦发生大洪水时必将给沿岸的工农业生产造成巨大损失。流域内各水利工程的防洪标准高低不一,非水利建设项目的建设必须与之相适应,项目的建设不能降低原有防洪工程体系的防洪标准和河道行洪能力。所以,凡是在河道管理范围内的建设项目,必须进行洪水影响评价。本文针对南水北调中线一期工程总干渠穿漳河交叉建筑物的设计规模、结构型式以及漳河河道的特点,采用一维恒定非均匀流及宽顶堰流模型、二维非恒定流模型和物理模型等相结合的方法,分析建穿漳河交叉建筑物工程后,对漳河行洪以及漳河行洪对穿漳河交叉建筑物的影响,确定了河道水位、流速大小及方向的变化情况;在此基础上,给出了减免建设项目对防洪和其它工程不利影响的措施。

【Abstract】 With the rapid development of economy and the rising infrastructure investment, the projects concerning river continuously are increasing. However, the illegal construction, such as misappropriating the river channel and flood plain, blocking stream, or reclaiming on lakes, impacts seriously on discharging. It raises water level, and reduces the ability of river retaining and regulating flood. Therefore, it may cause great damages on the industrial and agricultural production when flood occurs. Projects construction must fit in with the flood control standards of the water conservancy facilities, and can not weaken the discharge capacity and standards of existing flood prevention systems. For this purpose, all constructions within the scope of the river course management have to be evaluated in terms of flood influences.According to the designed scale, intersection structures’s type of the middle route of South-to-North Water Diversion Project (Phase-I) and features of river channel, the influences of flood discharging and the related impact on intersection structures are analyzed, using the method of combination with one-dimensional steady non-uniform flow and broad-crested weir flow model, two-dimensional unsteady flow model and physical model. Meantime, the variation of river level, velocity and flow direction is determined. Therefore, several measures alleviating the adverse impacts of flood are proposed.
