【摘要】 21世纪是数字化和网络化的世纪,传统政府运作模式将政府公务员像镙钉一样被固定在某个岗位上,政府部门整体的运作缺乏弹性,对理性和规范的追求甚至超越了政府工作目标本身。零散而孤立的管理职能、基于人力的文书和档案处理以及复杂的事件呈报和处理程序,使得机构不断增大而效率却不断降低。政府作为全社会中最大的信息拥有者、最大的信息技术的用户,有效的利用信息技术,可以建立一个更加勤政、廉政、精简和有竞争力的政府。本文对如何建立区域性高效快捷的各级网上政府进行研究。第一章阐述了电子政务的意义,明确了所研究的基本内容。第二章对西方各国电子政务的发展进行了回顾,并与我国电子政务发展进行对比,进而分析我国电子政务发展所存在的问题。第三章对如何建立区域性电子政府进行了理论分析,指出了电子政府的建设是信息网络技术应用于政府管理的必然趋势。第四章对建立新型电子政府模型进行分析。第五章对内、外网的结构进行了研究,电子政府的建设应以提高办事效率节约行政成本为导向。第六章对天津和平区电子政府进行了实例分析。作者在2004年到2008年间,参与了天津市和平区电子政府工程的建设,取得了大量第一手资料;在总结电子政务发展遇到的一些问题后,对政府职能、政务流程、信息共享等问题进行了深入研究,结合相关公共管理学和信息技术专业知识,对建设新型电子政府模型设计了可行性设计方案。更多还原

【Abstract】 The 21st century is highly digitized and networked. However, the traditional mode of the government operation regards the government servants as screwdrivers in a fixed position with the daily routine work. The overall operation of the government departments is short of flexibility, the pursuit of ration and norms even goes beyond the objectives of government itself. Fragmented and isolated management functions, the human-based documents and archives processes as well as the complicated event reporting and processing system make government framework increase and efficiency decrease. As the biggest owner of information in the society and the largest user of information technology, the effective use of information technology could help the government to become more diligent, honest, competitive and streamlined. In this paper, the establishment of a regional high-performance and efficient E-Government at all levels is studied and discussed. Chapter 1 deals with the significance of the E-Government and specifies the contents of the study. Chapter 2 reviews the developments of the E-Government in the western countries and China. Based on the comparison between the two, the problems of the current E-Government development in China are analyzed. Chapter 3 theoretically analyzes how to create a regional E-Government and points out that the E-Government is an inevitable trend in applying the information network technology into the government management. Chapter 4 establishes a model of a novel E-Government and processes the corresponding analysis. Chapter 5 makes the research of the internal and external network frameworks, concluding that the establishment of the E-Government should be oriented based on enhancing the efficiency and reducing the cost. Chapter 6 shows an example of the E-Government of Heping District, Tianjin. The author participated in the Heping District, Tianjin e-government projects from 2004 to 2008 and achieved a great deal of firsthand information. Reviewing the problems in E-government development and conducting an in-depth research in the government’s functions, the chief process, information sharing and etc, I proposed a feasible design in this thesis for the construction of a new type of E-government model combining with the relevant public administration and information technology expertise.更多还原
