【摘要】 本文研究的主要目的是说明在县域经济发展中,建立科学的县域经济发展评价体系是必要的,设立并论证了基于科学发展观的县域经济发展评价指标体系的科学可行性。针对本课题的特点,采用了实证分析法、定性分析与定量分析相结合的研究方法。首先,在综述县域经济发展评价体系国内外研究现状的基础上,从概念上对科学发展观和县域经经济进行了界定,论述了县域经济发展的相关理论以及对多指标综合评价方法进行了概述,重点论述了主成分分析法的相关理论,为本课题的研究奠定了理论基础。其次,论述了我国县域经济发展的基本历程、取得的成就及存在的问题。用定量分析方法描述我国县域经济发展现状。再次,本文重点论述了以科学发展观为指导,以县域经济发展水平、县域经济发展活力、县域经济发展潜力三个方面33个指标为评判标准构建县域经济发展评价指标体系。进而用定量分析方法以秦皇岛市四县为例运用主成分分析法进行实证分析,通过横向对比分析、纵向对比分析以及与先进县域经济对比分析,得出秦皇岛四县经济发展状况。对县域经济发展的实证分析进一步论证了本文所构建的县域经济发展评价体系是比较成功的,可以广泛运用到对全国其他县域经济发展的评价中去。最后,得出应从加大政府改革力度、调整农业农村经济结构、加强县域工业发展、实施科教兴农战略、加快县域城镇化建设、加大环保力度等方面促进我国县域经济的全面、协调、可持续发展。更多还原

【Abstract】 The main purpose of this study is to establish a scientific evaluation system which is necessary for the county economic development,and to establish and demonstrate the evaluation index system of county economic development based on the Scientific Outlook on Development is scientific and feasible. For the characteristics of this issue, this paper was discussed using the research methods of empirical analysis, qualitative analysis and quantitative analysis.First, on the basis of overviewing the research at home and abroad about the evaluation index system of county economic development, this paper defined the concept of the Scientific Outlook on Development and the county economy, discussed the theories of the county economic development as well as multi-index comprehensive evaluation, focused on the relevant theories of the principal component analysis, having laid a theoretical foundation for this subject.Second, this paper discussed history of the county economic development, achievements and problems.The situation of the county economic development was described using quantitative analysis method.Thirdly, the evaluation index system of county economic development was constructed using 33 indicators reflecting the economic development level, the economic development activity, and the economic development potential, guided by Scientific Outlook on development. The county economy of Qinhuangdao is analyzed by the horizontal and vertical comparison and comparing with advanced county using principal component analysis and the county economic development of Qinhuangdao can be described.The empirical analysis demonstrated the evaluation index system of county economic development based on the Scientific Outlook on Development is successful, and can be widely applied to the economic development evaluation of other counties.Finally, the comprehensive, coordinated and sustainable development of the county economy can be achieved by increasing government reform, adjusting the agricultural and rural economic structure, strengthening the county industrial development, implying the strategy of developing agriculture by relying on science, technology and education, accelerating the pace of urbanization of the county, and strengthening the efforts of environmental protection.更多还原
