我国户籍制度改革中公众权益的行政协调

【摘要】 户籍制度是国家行政管理的一项基本制度。中国现行户籍制度已实施了半个多世纪,近年来伴随着中国社会快速发展、进步,这项制度对公众权益造成的侵害日趋明显,户籍制度的改革已成为当今中国社会改革内容的重要组成部分。由于牵扯十多亿人口的切身利益,改革的成败必将影响到整个社会的和谐发展,是一个应该重点研究的问题。本文从现行户籍制度制约公众权益的表现形式出发,分析了现行户籍制度对公众权益造成侵害的原因在于户籍的二元性质,并从行政管理和政府公共政策选择的相关理论出发,研究了这场改革中政府行政协调的地位和作用以及担当的职能,探讨了政府通过行政协调的手段保证户籍改革中的公众权益,以最终实现户籍制度的一元制,体现社会公正、公平的行政目标。现阶段,户籍制度的改革进程缓慢,严密的行政管理体系以及附加在户籍之上的福利待遇等各种因素,使户籍改革一时坚冰难破。以社会稳定为前提的户籍改革必然是一个较为漫长且艰巨的过程,渐进决策模式的采用更符合中国国情,而且政府在公共政策的选择及行政作为、行政能力、执政理念、发展职能等方面,必然在户籍改革中接受考验并起到至关重要的作用。更多还原

【Abstract】 The lateral economic ties are a country administration basic system.China current household register system implement over half a century already, accompany by Chinese society develop, progress fast in recent years, the system to public rights and interests more obvious infringements becoming that cause, household register reform of system become Chinese society reform important component of content nowadays already. Because involves more than ten hundred million populations the vital interests, the reform success or failure will certainly to affect the entire society’s harmonious development, is one should the key research question.This article embarked from the present lateral economic ties restriction public rights and interests manifestation, analyzes the present lateral economic ties to create the violation to the public rights and interests the reason to lie in the household register the dual nature, and embarked from the administration and the government community policy choice correlation theories, has studied in this reform the government administration coordination status and the function as well as the acting function, has discussed the government through in the administrative coordination method guarantee household register reform public rights and interests, by finally realized a lateral economic ties Yuan system, manifested the society fairly, the fair administrative goal.At the present stage, the process of reform of the system of the household register is slow, various factors such as tight administration system and welfare treatment added on the household register, the solid ice is difficult to be broken to enable household registry reform for the moment. The household registry reform taking social stability as prerequisite must be a comparatively long and arduous course, advance gradually decision adoption of mode accord with the China’s actual conditions even more, government choose and the administration as in public policy, administrative ability, in power idea, develop function, must accept the test and play an essential role in household registry reform.更多还原
