【摘要】 一直以来,金融行业都非常重视信息技术的应用,信息技术不但在建设方便、高效、安全的金融服务体系中发挥基础作用,而且对于提高企业内部管理水平进而提高资源配置效率更是具有重要意义。在金融业日益显现对社会资源高效配置的强大支撑能力之时,信息化已经成为现代金融服务的命脉。科技是现代金融的核心,科学技术是第一生产力。在全球开放的体系中,金融运行的效率与现代科技能力在很大程度上决定一个国家的经济竞争力。金融信息化人才的独特职能使银行在日益激烈的竞争中出奇制胜,同时金融信息化人才综合素质的不断提高和数量的增加,也是提高我国金融竞争实力,缩短与发达国家的差距,应对国际金融业挑战,建设与国际接轨的现代金融体系的需要。本论文通过对我国金融信息化现状分析,认为信息化提高了金融业竞争力,并且以问卷调查的方式分析了我国银行信息化人才现状,提出银行信息化中存在的人才问题。最后提出了银行信息化人才培养方案。本文共分为四大部分。首先,对我国金融业现状进行分析,提出金融业遇到来自客户、经营管理、信息技术、人才竞争和法律监管体系等四个方面的新挑战。中国银行业应该抓住机遇,采取积极的应对措施,深化体制改革,转变经营机制,加强内部管理,建立金融机构的保险机制,以使中国银行业在竞争中不断发展和壮大。发展和工业化、城镇化、市场化、国际化进程加快,金融日益广泛地影响着我国经济社会生活的各个方面,金融也与人民群众切身利益息息相关。在金融对经济社会发展的作用越来越重要、国内外金融市场联系和相互影响越来越密切的形势下,做好金融工作,保障金融安全,是推动经济社会又好又快发展的基本条件,是维护经济安全、促进社会和谐的重要保障,越来越成为关系全局的重大问题。其次,对国内外的金融信息化现状特点和前景进行分析,认为银行发展趋势是信息技术广泛应用,信息化实施将提高金融业竞争力。借助于新经济提供的各种技术成就,金融创新的步伐空前加快。自20世纪中后期以来,广泛应用于金融创新活动的“金融工程技术”诞生,实际上已经拉开了新经济条件下金融创新的序幕。由于金融工程技术的出现,不仅是金融创新活动在市场的变化、客户的需求、制度的变迁面前变被动为主动——即金融创新活动有了更多科技含量——使用方便、功能齐全、安全可靠。近年来,各种各样银行卡的大量涌现,就反映出这一明显的趋势。建立在信息技术上的金融创新将使低成本的网络交易逐步替代传统的交易方式。随着现代金融业的发展,信息化越来越成为提升行业竞争力的利器。第三,通过对国内金融信息化现状进行分析,以问卷调查方式对我国金融信息化人才现状进行调查研究,发现金融信息化人才现状存在六个方面问题,高校金融信息化人才培养存在五个方面问题。据最新统计表明,在我国IT行业,专业人才和软件人才呈金字塔结构,其中高端IT人才最为缺乏。在金融业信息化程度不断深入的今天,该行业IT规划的日益推进,也不可避免地受到专业人才匮乏这一因素的影响,进而影响着金融业的信息化发展进程。行业要发展,信息化“高速公路”要建设,高素质IT人才的培养自然而然地就成为一个亟待解决的问题。最后,从三个方面分析构建金融信息化人才的必要性,描述了金融信息化人才培养三原则并且构建金融信息化人才战略框架体系:培养目标的确定、实施人才培养战略的基本思路和完善学校和单位各自培养模式对策建议。改革开放以来,我国金融业得到快速发展,金融资源配置逐步市场化,金融创新迅猛发展,金融活动日趋国际化,需要我们的高等教育培养出既熟悉本国宏观金融体制与规律,又精通微观金融市场运行机制,具备扎实的国际金融市场理论知识和实践技能,有良好的心理素质和竞争意识的高层次、应用型、国际化金融人才。金融信息化正成为当今面对的重要课题,从更广阔的视角研究中国金融体制改革和中国金融信息化的总体战略,实现金融信息系统的整合,全面提升金融竞争力,是促进金融业快速发展和国民经济持续发展的现实需要。为了促进金融信息化的健康快速发展,加强行业内及教育和金融行业的交流,为所有参与中国金融业发展的国内外金融机构和金融信息化服务机构制定金融信息化发展策略和金融信息化人力资源战略规划提供更加详细的参考,同时也为国内高校培养金融信息化领域所需要的人才提供依据,我们在全国范围内对参与中国金融业发展的优秀金融机构、金融信息化服务机构和教育机构进行大范围的调查和研究。笔者通过问卷调查、搜集整理网上公开资料以及专家座谈等方式,完成此文。本文在以下三个方面有所贡献一是思想观念上的转变,通过对国内外金融信息化现状面临挑战和存在问题,提出完整复合人才战略框架体系。二是研究方法上采用问卷调查方法,直接取得一手资料,体现论据的可靠性。三是内容丰富,以金融行业和银行系统中大量翔实数据和图表支持本文观点,充分支持论点的科学性。本文在写作过程中,力图做到体系完整,主题突出,材料翔实,理论系统,有所创新,力求实现宏观分析与微观分析的统一,理论与实践的统一,质的与量的统一。更多还原

【Abstract】 All along, the financial industry have attached great importance to the application of information technology, information technology plays a role in the foundation not only in the building of convenient, efficient and secure financial services system, and raising the level of internal management to improve the efficiency of the allocation of resources is of great significance.
