【摘要】 本论文以突发公共卫生事件的危机管理为研究对象,从我国国情出发,运用危机管理和公共卫生等相关理论成果,借鉴国外理论和实际经验,就构建政府突发公共卫生事件危机管理组织体系进行了研究。目的在于为我国公共卫生领域的危机管理提供一套与目前社会经济环境相适应并具有可操作性的政府危机管理组织体系。论文使用文献研究、实地调查、归纳、类比分析等理论研究方法,综合运用了比较管理学、委托—代理理论、危机管理理论、博弈论模型和绩效评估理论和技术方法,通过大量的文献检索和资料搜集,在比较借鉴国外突发公共卫生事件危机管理经验基础上,结合分析我国在该类领域危机管理的现状,从公民健康教育这个独特的角度,运用公共管理原则,将SARS防治过程中我们的一些成功做法,加以系统地总结。从而,为今后开展公民健康教育更好地、更自觉地运用公共管理原则提供可供借鉴的经验。更多还原

【Abstract】 This paper has a public health emergency crisis management as the research object, from China’s national conditions, the use of crisis management and public health and other related theoretical results, drawing on theoretical and practical experience abroad, the government would build a public health emergency crisis management organization system studied. With the aim of crisis management in the field of public health in China to provide a fit with the current socio-economic environment and operable system of government crisis management organization.Paper uses literature, field surveys, induction, analogy analysis, theory, research methods, and compared the integrated use of management, principal-agent theory, crisis management theory, game theory models and performance evaluation theory and techniques, through a large number of literature search and data collection, in comparison to public health emergencies abroad, drawing on the experience of crisis management, based on combined analysis of our field of crisis management in this type of situation, from the civic health education of this unique point of view, the use of public management principles, will SARS prevention and control process, we some of the successful practices, to be systematically summarized. Thus, for the future to carry out health education and better citizens, more conscious application of the principles of public administration to provide for reference of experience.更多还原
