【摘要】 政府绩效是现代政府管理中的一个重要问题,建立一个高效政府,始终是公共管理追求的根本目标和价值所在。自政府绩效评估出现以来,已在世界范围内产生广泛的影响。在我国,以政府绩效评估为主要手段改革政府,已经成为行政管理改革的一个热点问题,实践中已经有许多地方政府对政府绩效评估进行了许多形式多样的探索性工作,引起了普遍的关注。但是,在我国由于政府绩效评估起步时间晚,相对于以美国、英国为代表的发达国家来说,无论是从理论研究,还是实践探索上,均属起步阶段。鉴于县级政府在我国地方行政管理体制中的地位的特殊性,加强对县级政府绩效评估的理论研究和实践探索,将具有重要的理论意义和现实价值。因此,本文在文献研究的基础上,对县级政府绩效评估的相关概念和理论进行了简要的梳理,通过对美国和英国两个发达国家政府绩效评估的实践比较分析,总结其对我国政府绩效评估的借鉴作用。为突出文章的针对性,本文选自以江西省万安县政府为主要研究对象进行实证性分析。通过研究认为,目前万安县政府绩效评估在评估指标体系、评估主体、评估方法以及评估的保障机制等方面都存在问题。针对这些问题与不足,本人有针对性地提出了完善我国县级政府绩效评估的具体措施。更多还原

【Abstract】 Government performance has became an important point of the government adminstration. Establishing an efficient government has always been the central aim and the basic values pursuiting the public administration. Since the emergence of the assessment of government performance, there has been widespread impact in the world. In our country, the assessment for the local government performance has became a hot issue in the field of administrative reform. Today,all levels of government carried out various forms of the government performance evaluation and exploration in practise.But in our country the government performance evaluation started lately comparing to the developed country the United States and the United Kingdom Government.Not only the theory research but also the explorated practise,the government performance evaluation stays at the initial status. As the county governments stay the special position of the local administration reform in China, making the theoretical research and practical exploration to the county government assessment strengthen has the important theoretical and practicalsignificance.Therefore, basing on the theory exploration,it briefly cardes performance evaluation of county government related concepts and theories.By making the performance evaluation of developed country the United States and the United Kingdom Government analyse comparatively, it concludes and gives the reference to our governments evaluation. To highlight the relevance of articles, it mainly adopts the Wanan county government performance appraisal system for case analysis.Through analysing the case, it found that there are a lot of problems and shortcoming which exist commonly in the evaluation index system to assess the main body, the assessment methods, the protection mechanisms of the assessment,and so on.For solving the problem and the shorctcoming, I have put forward the specific measures about improving the county government performance evaluation.更多还原
