云南省贫困县域人文社会和谐发展评价及对策研究

【摘要】 不可否认,在经济欠发达的贫困县域,人民和政府都需要通过经济的强劲增长最终达到生活水平提高的目的,但经济社会发展并不总是促进人文社会的发展,当我们比较各国和地区发展时,会发现社会的经济发展与人文发展有时会有较大出入。而长期以来,各国政府均以人均国民生产总值作为衡量某一国家或地区经济与社会发展程度的指标,然而,随着人口、资源、环境等一系列问题的出现并日益加剧,国际社会对用国内生产总值来表示社会发展水平,普遍产生了疑问,提出:社会的人文发展与经济发展密切相关,但并不相同,因此人类不应该只重视实物和货币的增长,还应有更多的东西需要考虑,如教育程度、预期寿命、卫生状况等等,这些指标反映了社会的全面发展,是衡量区域人文社会和谐发展的重要标志,在这种宏观背景下,人文发展理所当然地成为贫困县域和谐发展的目标。本文选取云南省贫困县域的人文社会发展状况进行深入系统的研究。应用地理学和人文地理学的相关理论,在界定贫困县域概念,融入人文社会发展理念的基础上,梳理云南省贫困县域人文社会和谐发展的支撑条件,通过筛取贫困县域人文社会和谐发展指标、构建县域人文社会和谐发展评价方法,探讨云南省贫困县域人文社会和谐发展的特征和空间分布格局。系统性和综合性的研究结果表明:在云南省贫困县域人文社会和谐发展的影响因素中,总体水平较低和产业结构欠佳的经济发展现状、投资经费不足和和受教育年限教低的教育基础条件、医疗卫生硬件落后和患者看病费用负担过重的健康水平状况都内化为一种贫困县域人文社会发展的特性,深刻影响着云南省贫困县域人文社会的和谐发展进程。而现阶段云南省贫困县域处于中等人文社会和谐发展水平,与全国同期县域人文社会和谐发展水平差距明显。其中,经济发展处于中下等发展状况、而教育基础和健康发展与经济发展状况相比稍好,处于中等发展水平。云南省贫困县域人文社会和谐发展空间分布态势错综复杂。其中,经济条件两端优于中间、教育基础和健康水平中部好于两端。文章最后在深入探讨云南省贫困县域人文社会和谐发展的基础上,有针对地提出未来的发展思路和对策,认为云南省贫困县域人文社会的和谐发展适合选择社会优先发展的模式,在加快县域经济发展的同时,更应该均衡教育基础的发展和提高健康水平的发展。总之,通过云南省贫困县域人文社会和谐发展评价及对策的研究,拟构建一个相对完整的贫困县域人文社会和谐发展问题研究框架和方法体系,为今后相关研究提供经验和借鉴。更多还原

【Abstract】 Undeniably, owes the developed poverty stricken county territory in the economy, the people and the government needs to serve the purpose which finally through the economical strong rising the living standard enhances, but the economic society develops not always promotes the humanities society’s development, when we compare various countries and the area develop, will discover that sometimes social the economic development and the humanities development will have come in and go out greatly. But since long, various countries’ government weighs some national or the local economy and the social development degree target by the average per person gross national product achievement, however, along with the population, the resources, the environment and so on a series of question’s appearance and intensifies day by day, the international society to uses GDP to express that the level of development of society, has had the question generally, proposed: Society’s humanities development and economic development close related, but is not same, therefore the humanity should not only take the material object and the currency growth, but should also some more things need to consider, like education level, life expectancy, hygiene condition and so on, these targets had reflected society’s full scale development, is weighs the region humanities society accord development the important symbol, under this kind of macroscopic background, the humanities development becomes the poverty stricken county territory accord development naturally the goal.This article selects the Yunnan Province poverty stricken county territory the humanities social development condition to conduct the thorough system’s research.
