贵州山区农用地分等定级研究

【摘要】 农用地综合分等法是以国土资源部颁布的《农用地分等定级规程》为基础,以构成土地质量的较稳定的土地因素为基本依据,对土地自然及经济两方面的属性进行综合评价,综合评定其质量差异,建立起全国可比的等别体系的过程。本文首先回顾了国内外农用地分等的研究情况及其发展趋势,对农用地分等研究的理论作了简单的阐述的同时,以贵州省兴义市为研究区域,将农业用地作为一个有机的整体进行土地分等的探索和实践,分别对农用地分等理论基础、土地利用系数的计算方法、评价指标、分等因素、相关概念与技术程序、评价单元划分进行阐述与评价,最后对完善农用地等级评价中存在的问题提出了自己的看法和建议。主要成果有:1.分析比较了现有农用地分等定级的四种方法,得出了这些方法的适用范围、优缺点和实施关键技术;2.探讨了如何合理的计算土地利用系数,对土地利用系数的计算方法进行了修正;3.探讨了如何根据区域特性选择分等因素和因素权重,总结出如何根据区域特性确定分等因素和因素权重的思路和方法。本文进一步完善了农用地综合分等法的有关评价体系,对合理的计算土地利用系数以及合理的确定分等因素、因素权重等问题提供了方法和思路。研究结果保证了分等工作的精确性,为科学地量化土地数量、质量,为农用土地规划和土地管理提供了依据和保障。

【Abstract】 Farmland classification is an important of land evaluation which is closely related with potential evaluation, suitability evaluation land economy evaluation and land sustainable evaluation etc. It is also an important means through which people can utilize farmland in reasonable ways and preserve the limited resource of farmland. The synthetical method of farmland classification is based on The regulations on farmland classification and gradation, which is issued by the Ministry of Land and Resources. By using those steady factors which are related to the quality of land we can evaluate the quality of farmland both natural attribute and economic attribute synthetically and analyze their difference.Finally we can establish the system of grade which can be comparable in the whole country.Based on the land evaluation researches of both domestic and abroad, significances and problems as well as guidance theories and general thoughts about farmland classification, this paper mainly focuses on the methodology and data gathering of farmland classification by taking Xingyi city of Guizhou Province as an example. And the results about farmland classification are being further discussed on the aspects of the farmland productivity potential analysis, the balance examination of the total amount of arable land, the farmland productivity calculation and the fundamental farmland protection area demarcation as well. Some problems are discussed in the paper:Ⅰ. It analyzes and compares all plotting methods of appraising subregion on farmland classification.Ⅱ. It summarizes the advantages and disadvantages about each plotting method of appraising subregion on farmland classification and points out their applied scope and noticeable aspects of each method.Ⅲ. In the paper we study how to reasonably calculate the land use coefficient and revise I the method of calculation on land use coefficient in county so that it is more scientific and reasonable.This paper solves those problems on farmland classification, such as how to select the plotting methods of appraising subregion on farmland classification, how to calculate the land use coefficient which is more scientific and reasonable and how to select classification factors and its power etc. The results of research can make classification more accurate and scientific. It also measures the distribution of quantity and quality more scientific and provides the criterion for layout and management of farmland.
