西部生态补偿还原机制与民生政府建设研究

【摘要】 中国辽阔的西部地区是中国最主要的生态功能区,西部地区的生态保护和生态建设事关整个中国的生态文明建设和国家生态安全大计。为此,国家日趋重视西部地区生态建设,通过大量的中央财政转移支付对西部生态建设和生态保护进行补偿。但是,由于生态补偿存在着一些实践弊端和理论缺陷,西部地区生态治理和生态保护区当地人民在付出巨大损失和牺牲的同时,在一定程度上没有得到相应的补偿,出现了“补偿客体错位”和“得不偿失”的等问题。这些问题一方面制约了西部生态建设和生态保护的顺利实施,另一方面也给为生态建设和生态保护付出极大代价的当地贫困农民的生存发展造成一定困难。要解决这些问题,有赖于西部生态建设和生态保护的主体——相关政府及其职能部门深入贯彻落实以“以人为本”为核心的科学发展观,通过制度建设和政策措施将当地广大农民的“失有所得”和“补偿还原”作为民生政府建设的重要内容。为此,本文对西部生态补偿还原机制与民生政府建设研究问题进行了粗浅的研究,期望能够对中国西部生态建设和生态补偿的理论和实践有所帮助。更多还原

【Abstract】 The west is the main region of ecological function in China. The ecological protection and construction for the west is a matter of the construction of ecological civilization and national ecological security. For this reason, the country gradually attaches importance to ecological construction in western region, and compensation for ecological construction and protection through the central financial transfer payment. But, because of ecological compensation has some practical shortcomings and theoretical drawbacks, to some extent, the people in the western ecological region don’t receive the corresponding compensation with paying a huge loss and sacrifice, and appears some problems, such as " fuzzy compensation objects " and "lose more than gain". On the one hand, these problems restrict the western ecological construction and protection. On the other hand, they make some difficulties for the local poor farmers’ survival and development.To solve these problems, it depends on the governments and functional departments, which are the principals in the western ecological construction and protection. They must deeply implement the concept of scientific development, which core is "people-oriented", and make "the compensation" and "restore the interests" as the important content about the construction of the government of people’s livelihood. Therefore, this thesis is about "restore the ecological compensation mechanism" and "the construction of the government of people’s livelihood", looking forward to providing the help to the theory and practice of the western ecologic construction and compensation.更多还原
