【摘要】 近几年来,公路建设在飞速发展,公路等级也在不断提高,道路养护管理工作已成为道路工作者一项重要工作。本文基于笔者多年的工作经验,在参考国內外大量文献的基础上,分析了国内养护管理模式,指出贵州省高等级公路养护目前属于“管、养一体”的行政事业模式,在分析这种管理方式暴露的问题越来越多的基础上,笔者认为贵州省也必将跟随国內高等级公路养护“管养分离”大趋势。通过参考国内外先进经验,笔者研究认为,对贵州省现有高等级公路管理体制的改革不能一蹴而就,需要分步实施,本文第四章和第五章分别代表这种体制的改革的两个主要步骤,最终全文落脚于如何进行管养分离的基本方法上本文将对高等级公路的养护与管理进行详细论述,从而对贵州高等级公路的养护与管理进行深入了解和探讨,并能够针对目前存在的问题提出合理可行的解决方案。更多还原

【Abstract】 In the resent years, with the high-speed development of road construction, the ranks are promoting all the time. The management of road conservation had been more important than ever. Based on my long-term experience, this paper analyzed the today’s development about the management, and maintenance departments of high grades roads. The author believes that it is still a kind of "integrative management and maintenance mode" in Guizhou province. Because of more and more problems for this management mode, this author insisted that Guizhou will also follow the trend of "separate management and maintenance".By consulting the benefiting experience of management and maintenance mode of domestic and international high grade road(highway), This paper put forward that the reform schemes of maintenance and management of high grade road in Guizhou province must be realized stage by stage. The chapter four gave some measures direct on current management system. The chapter five gave some methods direct on future management system. Market-based modes of trade is the objective of reform.This paper explains maintain and management of the high grade road in detail and puts forward the reasonable and viable solution.更多还原
