潍坊市交通稽查电子政务系统的设计与实现

Design and Implementation of E-government System for Weifang City Traffic Inspection

【摘要】 潍坊市交通稽查电子政务系统是在原交通稽查信息管理系统的基础上改造而成,原交通稽查信息管理系统单纯记录车辆信息,不能与执法现场检查数据实时传递,设计也不尽合理,已不能满足交通稽查的现有工作,在此背景下,立足潍坊市交通稽查支队工作的实际开发潍坊市交通稽查电子政务系统,实现了执法现场检查数据信息与审理科的即时传递,提高了执法质量和违章处理效率,方便了业户的违章处理,进一步提高了违法行为处理的信息网络化水平和规范化水平。本文在对潍坊市交通稽查支队工作进行了详细的需求调研之后,使用用例分析法分别对车辆管理、规费征收、交通稽查、业务审批、财务审批等几个功能做了详细的需求分析;完成了系统的设计,确定了以J2EE和.net相结合的系统架构,以MVC模式设计了信息系统的架构,确定了以Struts、Hibernate相结合的技术框架,设计使用VC.NET完成短信服务中心,信息系统和短信服务中心都通过统一的Sqlserver数据库存储数据。确定了系统的功能架构,并通过类设计和完成一个功能各层次类之间协作的时序图描述了对系统实现的部分功能做了详细设计。最后描述了系统的实现,简要描述了部分实现界面,重点描述了短信服务中心的实现。本系统以J2EE和.NET相结合的技术架构实现了对管辖区新增车辆、报废车辆的登记以及车辆停驶、车辆复驶、车辆转籍手续的管理功能;实现了对车辆征收公路养路费和客运附加费的管理功能;实现了对违反规定不按照规定时间缴纳交通规费情况以及车辆的其他违章情况进行管理功能;实现了公告管理、留言板、网上投诉;建立了短信服务中心,通过手机短信的方式构建稽查大队与广大车主更加方便快捷的沟通渠道,实现了短信查询缴费、获取通知的功能;实现了对涉及滞纳金减免、错征退费、减征免征、包缴减比例、按辆征收、遗失补办、车辆停征的业务审批功能;实现了财务管理、权限管理等功能。建立起潍坊市资料齐全的交通行业管理中心数据库,通过信息资源整合和应用开发,使现有的稽查、规费征收的数据信息纳入到一个管理系统中,实现各功能用户的信息共享互通,科学严格地划分操作权限。该系统投入使用后通过运用信息化、网络化科技手段,达到提高工作质量和效率的目的,实现协同作战,网上联合办公,最大限度地遏制车辆偷逃交通规费和违规营运的行为。

【Abstract】 Weifang City Transportation inspection of e-government system is in the original traffic information management system audit based on the transformation made the original traffic information management system for a simple record of inspection vehicle information, and law enforcement on-site inspection can not be real-time transmission of data, design is not quite reasonable, does not satisfy the traffic inspection of the existing work in this context, Weifang City traffic inspection based on the actual development work detachment Weifang City traffic inspection of e-government system, thus enabling law enforcement and on-site inspection data and information and the hearing of Section instant delivery, improved quality of law enforcement and illegal processing efficiency, facilitate the handling of the illegal industry, households, and further improve the handling of the offense level of information networks and standardized.In this paper, the detachment of the Weifang City traffic inspection work carried out a detailed investigation of the demand, the use of use-case analysis method for vehicle management, Guifeizhengshou, traffic inspector, business processing, financial approval, and several other functions to do a detailed needs analysis; completed the design of the system determined to J2EE and. net combination of system architecture in order to MVC model design of information systems architecture, determined to Struts, Hibernate combination of technical framework, designed for use VC. NET complete the Short Message Service Center, information systems and short message service center Sqlserver through a unified database to store data. Identified the function of the system architecture, and through class design and complete a functional classes at various levels of collaboration between the timing diagram describes the realization of some of the features of the system has done a detailed design. Finally describe the system implementation, a brief description of some of the realization of interfaces, focusing on describing the realization of short message service center.The system to J2EE and. NET technology architecture to achieve a combination of jurisdictions, new vehicles, abandoned vehicles and vehicle registration suspended, vehicle re-driving of vehicles to switch to membership procedures, management functions; to achieve a road maintenance fee levied on vehicles and passenger surcharges management functions; to achieve the right time for violation of the regulations not in accordance with the provisions of payment of Stipulated Charges as well as vehicles and other illegal conduct management functions; to achieve the bulletin management, message boards, online complaints; established a short message service center, through the SMS way to building inspection unit and the majority of car owners more convenient and efficient communication channels to achieve payment of the SMS query to obtain notification functions; to achieve remission of late fees related to wrong levy refund, reduction exemption, reducing the proportion of pay packages , by charging cars, lost retroactive, the vehicle stop collecting the approval of business functions; to achieve the financial management, rights management and other functions. Weifang complete information to establish the traffic management center industry database of information resources through the integration and application development, so that the current inspection, Guifeizhengshou data information into a management system to achieve each function the user’s information-sharing exchange, operation of scientific and strict division of authority.The system is put into service through the use of information technology, network-based scientific and technological means, to improve work quality and efficiency of the purpose of achieving coordinated operations, and online joint office, to maximize the containment of vehicles Stipulated Charges of tax evasion and illegal trading behavior.
