【摘要】 潍坊市交通稽查电子政务系统是在原交通稽查信息管理系统的基础上改造而成,原交通稽查信息管理系统单纯记录车辆信息,不能与执法现场检查数据实时传递,设计也不尽合理,已不能满足交通稽查的现有工作,在此背景下,立足潍坊市交通稽查支队工作的实际开发潍坊市交通稽查电子政务系统,实现了执法现场检查数据信息与审理科的即时传递,提高了执法质量和违章处理效率,方便了业户的违章处理,进一步提高了违法行为处理的信息网络化水平和规范化水平。本文在对潍坊市交通稽查支队工作进行了详细的需求调研之后,使用用例分析法分别对车辆管理、规费征收、交通稽查、业务审批、财务审批等几个功能做了详细的需求分析;完成了系统的设计,确定了以J2EE和.net相结合的系统架构,以MVC模式设计了信息系统的架构,确定了以Struts、Hibernate相结合的技术框架,设计使用VC.NET完成短信服务中心,信息系统和短信服务中心都通过统一的Sqlserver数据库存储数据。确定了系统的功能架构,并通过类设计和完成一个功能各层次类之间协作的时序图描述了对系统实现的部分功能做了详细设计。最后描述了系统的实现,简要描述了部分实现界面,重点描述了短信服务中心的实现。本系统以J2EE和.NET相结合的技术架构实现了对管辖区新增车辆、报废车辆的登记以及车辆停驶、车辆复驶、车辆转籍手续的管理功能;实现了对车辆征收公路养路费和客运附加费的管理功能;实现了对违反规定不按照规定时间缴纳交通规费情况以及车辆的其他违章情况进行管理功能;实现了公告管理、留言板、网上投诉;建立了短信服务中心,通过手机短信的方式构建稽查大队与广大车主更加方便快捷的沟通渠道,实现了短信查询缴费、获取通知的功能;实现了对涉及滞纳金减免、错征退费、减征免征、包缴减比例、按辆征收、遗失补办、车辆停征的业务审批功能;实现了财务管理、权限管理等功能。建立起潍坊市资料齐全的交通行业管理中心数据库,通过信息资源整合和应用开发,使现有的稽查、规费征收的数据信息纳入到一个管理系统中,实现各功能用户的信息共享互通,科学严格地划分操作权限。该系统投入使用后通过运用信息化、网络化科技手段,达到提高工作质量和效率的目的,实现协同作战,网上联合办公,最大限度地遏制车辆偷逃交通规费和违规营运的行为。更多还原
