国有中小企业改制中各利益相关者的博弈与平衡

【摘要】 在我国国有中小企业改制过程中,如何正确处理好各利益相关者关系,是事关改制成败的关键。本文首先对国内外有关国有中小企业改革改制的文献进行了分析和评论,对我国国有中小企业的改革改制历程进行了回顾和总结。其次,通过对浙江省诸暨防腐管道厂和国营诸暨服装厂改制成功及失败二个典型案例的剖析,从成功的经验和失败的教训正反二个方面来说明国有中小企业改制中建立相应利益平衡机制的重要性。最后,通过对各核心利益相关者改制前后收益与成本的比较分析,提出了在国有中小企业改制中建立相应利益平衡机制的对策和建议,以期为政府、企业界和广大学者提供参考。

【Abstract】 In the process of the reform of China’s State-owned small and medium enterprises (SOSME), how to correctly handle the relationship between various stakeholders is the key issue, which could be critical for the successful reform. Firstly, the paper analyzes and reviewed Chinese and English literatures, summing the courses of China’s reform on state-owned small and medium enterprises. Secondly, the paper analyzes two typical cases in Zhuji County, Zhejiang Province, i.e., Zhuji anti-corrosion factory and state-owned Zhuji garment factory, representing for the successful and the failure experiences repectively, to raise the view that it is very important to set up an interests balancing mechanism. At last, the paper compares the core stakeholders’ benefits and costs before and after reform, proposing some recommendations on setting up an interests balancing mechanism in state-owned small and medium enterprises reform, hoping to provide reference to the government, businesses and scholars.
