【摘要】 建设社会主义新农村是我国现代化进程中的重大历史任务。全面建设小康社会,最艰巨最繁重的任务在农村。加速推进现代化,必须妥善处理工农城乡关系。构建社会主义和谐社会,必须促进农村经济社会全面进步。农村人口众多是我国的国情,只有发展好农村经济,建设好农民的家园,让农民过上宽裕的生活,才能保障全体人民共享经济社会发展成果,才能不断扩大内需和促进国民经济持续发展。必须抓住机遇,加快改变农村经济社会发展滞后的局面,扎实稳步推进社会主义新农村建设。以建立农村家庭承包经营制为起点的农村集体经济组织产权制度变革,经过二十多年的实践,取得了举世瞩目的成就。近年来,在农村工业化加快发展和城镇化快速推进的新形势下,经济发达的城郊地区、沿海地区的农村客观地面临资源的非农化转移和重新配置,外部环境的变化和集体经济自身的发展有力地推动着农村集体经济产权制度改革迈出新步伐。这些地区传统的产权虚置、社企合一的集体经济正逐渐被股份合作、公司制等农村集体经济的多种实现形式所代替,引发了农村社会经济多方面的积极变化。目前农村集体经济产权制度改革主要是组织内自发或是在当地基层政府倡导下进行的,尚处于探索阶段,改革中出现的许多新问题因缺乏全局性、系统性的解决方案而影响着形势的发展；同时对于各地新出现的、内容丰富的产权制度创新,由于缺乏学理思考和理论总结,其示范推广价值得不到应有的重视,本身的改革创新也受到一定影响。有鉴于此,迫切需要深化理论研究,并在形成改革共识的基础上,提出集体经济产权制度改革的目标、原则和基本模式,从理论和政策上对实践给予指导。本文通过总结近年来实践探索成果,科学设计农村集体经济组织的产权制度改革模式,找到实现农村集体经济的新形式,正确操作农村集体经济组织产权制度改革,从根本上破除不适应农村生产力发展要求的传统产权制度,创新集体资产经营机制、管理机制和分配机制,提高集体资产管理效率。最大限度地维护农村集体经济组织及其成员的权益,促进农民收入的增加。使产权制度改革在还权于民的同时,能够有利于集体经济资产的保值和增值,有利于保护农民合法权益,有利于农村社会的稳定。本文从我国农村社会经济政治改革的历史为出发点,分析了我国农村集体经济组织产权制度的现状,对我国农村集体经济组织产权制度改革的必要性及改革模式进行了深入探讨,同时,结合我国当前农村集体经济发展的各种条件、因素,为我国农村集体经济组织产权制度改革提出了一些新思路,以便为我国农村集体经济发展做出贡献。通过我国的农村社会经济政治改革和农村集体经济改革的问题和现状进行分析,对潍坊的农村集体经济改革的基本思路进行分析,研讨出一条适合其农村集体经济改革的道路,并提出其改革的基本思路和改革目标,通过典型案例的调查,数理和文字分析相结合,对我国农村集体经济组织产权制度发展状况、发展模式、利益相关者及其关系等一系列问题进行了全面、系统的调查分析,在实证分析的基础上进行逻辑推理和理论概括。最后指出了潍坊市农村集体经济组织产权制度改革的制约因素和有利条件,并结合案例,以便为选择合适、合理、科学的农村集体经济发展模式提供依据。更多还原

【Abstract】 It is a great historic mission to build a new socialist countryside in the Chinese modernization process, and also to build a new socialist countryside is the most difficult part in building an all-sided developed socialist country. At one time to build a harmonious rural economic is necessary in building the society harmony. Therefore we must properly handle the relations between urban and rural areas in accelerating the modernization of China. Since the rural population takes part the majority of China’s population, to promote the economic development of rural areas is an indispensable in expanding the domestic demand and promoting the sustainable development of the national economy. We must hold up the opportunity to speeding on developing rural economy and strive to change the elder situations of undeveloped rural economy, and make the down-to-earth steadily effort to build a new socialist countryside.A starting point of the establishment of the rural collective economic organizations is the household land contract system, which has made great achievements in more than two decades’ practice. In recent years, as the speed up of development of rural industrialization, and the rapid advance of the new urbanization situation, the costal areas and the suburban areas face the objective changes of non-rural resources transfer and the reequips of the rural resources. The rural collective economic system reformed of the new steps as environment changes to the favorableness and the self-development of the rural collective economy. In the property rights reform, the virtual property ownership of the rural areas, social standing unity of the collective economy is gradually transferring to co-shares, the company system, and the rural collective economy is replaced by a variety of forms, which cause many positive effects of rural socio-economic changes.At present, the reform of the property rights of rural collective economic system is self-organization or a local grass-roots initiative of the Government to carry out, which is still in the exploratory stage. And innovative system of property rights lacks an overall, academic systematic solutions and the guide of official scientific theories.In view of this, this paper focused on the deepen study of reform theory, and gave some guidance on the reform on the collective property rights reform.By summing up the results of exploration in recent years, this paper scientifically designed the new model of the rural collective economic organizations. The property rights reform of the system model to find the realization of the rural collective economy in the form of a new, correct operation of rural collective economic organizations, property rights reform of the system, a fundamental break not meet the requirements of the development of rural productive forces The traditional system of property rights, innovation and collective mechanisms for asset management, distribution and management mechanisms, improve the efficiency of the collective asset management. To maximize the maintenance of the rural collective economic organizations and their members of their rights and improve the income of farmers increased. So that the property rights reform of the system is also in the right of the people at the same time, to benefit the collective economy of the assets value and added value will help protect the legitimate rights and interests of farmers, rural areas is conducive to social stability.This paper bases on the history of the rural socio-economic and political reforms,analysis of the actuality of China’s rural collective economic systems, makes thorough discussion on the need of the reform and the reformed economic system models. At the same time, combining China’s current situations in the development of rural collective economy, this article put forward some new ideas to the rural collective economic development. Through the study of china’s political and economical status quo of rural collective economic reform, analyzed Weifang’s rural collective economic reform and raised the basic solution to the next step of the rural collective economy reform. Through mathematics and text analysis, this passage discussed the typical case of the investigation, analyzed the renew situation of China’s rural collective economic reform and it’s development mode, it’s stakeholder relations and a range of issues in the development of the property rights system. In a comprehensive, systematic investigation and analysis, finally, the author take Weifang city for example and made a deeply analyses, pointed its benefit and constrains conditions in rural collective economic reform, and the last part combined with the cases, reasonably and scientifically indicated the foundation of the way to develop rural collective economic models.更多还原
