昌乐县城乡用地结构优化研究

【摘要】 土地是社会经济活动的基本载体。我国是一个人均土地资源相对较少的人口大国。我国的城镇化水平有了很大的提高,城市各项建设也取得巨大进展,城市的发展必然带来城市用地的扩张。但城乡建设发展的各项用地供不应求与耕地保护之间存在着明显的矛盾。面临这种严峻的形势,实行区域城乡建设用地规模的整体控制,已成为提高土地利用管理的必然要求。目前,我国城乡建设用地在结构、规模和集约利用等方面还存在发展不协调、部分集约水平低等问题。土地利用总体规划作为城乡建设、土地管理的纲领性文件,是落实土地用途管制制度的重要依据,是实行最严格的土地管理制度的一项基本手段.城乡用地规划是土地利用总体规划的重要组成部分,包括城市用地、建制镇用地、农村居民点用地和独立工矿用地。而城乡建设用地优化布局是城乡用地规划的基础和关键。因此城乡建设用地优化布局的研究,统筹测算规划期内城乡用地控制规模,提出优化全县城乡用地结构和布局的方案和措施是保护我国土地资源,合理利用土地资源,严格控制城乡建设用地规模,可持续土地供给的保障。本文结合昌乐县土地利用总体规划修编,对城乡用地结构优化进行研究,主要得到以下结论:科学预测城乡发展和用地需求,以优化城乡用地结构及布局,提高城市土地集约利用水平,节约利用土地资源,使土地的综合效益和土地利用的效率不断得到提高;将城镇建设用地增加与农村居民点用地减少很好的挂起钩来,以达到城市土地的集约、节约利用。确定县域城镇体系为“一城双轴”的结构模式。一城即城区。双轴:沿大沂路,即县城—乔官—鄌郚—红河第一序列发展轴;沿胶王路,即北岩—乔官—马宋—阿陀第二序列发展轴;最后探讨了城乡用地结构优化的政策措施。为昌乐县实现集约、节约土地资源,保证经济发展提供保障,也为其它地区开展研究提供借鉴。最后,本研究紧切当前国家“严格宏观调控,控制建设用地增长规模”的要求,立足城镇村建设用地实际,运用各种方法对昌乐县的城乡用地进行优化分析,为昌乐县新一轮土地利用规划修编具有很好的指导意义。

【Abstract】 Land is the basic carrier of socioeconomic activities. Our country is acountry which has more population and lesser average land resources comparatively. At present the level of urbanization of our countryhas been fast-developed.And urban construction has acquired rapid too. And it is inevitable that urban development to bring the outspread of urban land use.But the conflicts of land demand exceeds supply and land protection is obvious. Be faced with this flinty posture, implementing the whole control ofurban construction land-use has been become necessary of improving land use management.Presently, there are many problems existing in structure,scale ,and intensive utilization of urban construction land-use,such as developed out of line,low intensive level partly and etc, land-use Planning is the creedal file ofurban construction and land management,in according to which to clamp down on land use.and it is the basic means to carry out furthest strict land management system. Rural-urban construction land use planning is the important constituent of land planning,and it including urban construction land use, rural construction Land use, village residential area land and isolated industry land use. And that Optimal allocation of rural-urban construction land use base and key of rural-urban land use planning.Therefor, research of optimal allocation of rural-urban construction land use,calculating the control scale of rural-urban land use in planning period,indicating the project and measure to optimize allocation and structure of rural-urban land use,are the safeguard of protecting land resources, rational land use,controlling the land use scale strictly,sustainable land supply.Going with the revision of land use planning, this paper reseaches the structure optimizing of city and countryside land utilization in Changle County. And the text is mainly supported by the following conclusions:Scientific forecast urban and rural development and land-use needs, in order to optimize the structure and layout of urban and rural areas, improve the level of intensive use of urban land, economical use of land resources, and continuely improve the efficiency of the overall efficiency of land and land use. Urban construction land should be increased to reduce land use and rural settlements well linked, in order to achieve urban land intensive, economical use.And determine the structural model in town as "a city and two-axis"."A city "is town. "Dual-axis":along Dayi Road which is the first sequence of development axis, that is the county seat-Qiaoguan-Tangyu-Red River; Along the Jiaowang Lu is the second sequence of development axis, that is Beiyan-Qiaoguan-Masong-Ada; At last, we reseache the policy measures about the structure optimizing of city and countryside land utilization。This paper can provide advices on intensiving and conservating land resources in Changle County, ensureing the development of economic, and also providing a reference for other research areas.Finally, this study closely to the urgent current country’s requirement "strict macro-control, control the growth in the scale of construction land", base on the actual land for construction of urban villages, using various methods to analyse the optimizing urban and rural sites in Changle County, which can guide the new round of land use plan revision.
