湘阴县藠头产业化发展规划研究

【摘要】 藠头是湘阴县的传统优势产业,又是重要的出口农产品。但藠头产品过于单一,产品质量不稳定,种植和加工技术研究不足,国际贸易中潜在的技术壁垒等因素直接制约着整个藠头产业的发展。如何引领湘阴县藠头产业的健康和可持续发展,是一个值得思索和探究的课题。本文在分析湘阴县藠头资源特点、产业优势与差距的基础上,依据湘阴县社会经济发展目标,研究了湘阴县藠头产业发展规划。规划提出湘阴县藠头产业发展必须遵循市场导向原则、产业化开发原则、企业运作原则、科技先导原则、绿色集约循环与可持续发展原则。规划详细论述了湘阴县藠头产业化建设内容,包括藠头基地和生产体系、标准体系、质量监管和检验检测体系、质量信息发布和质量追溯体系、产品质量认证和市场准入体系、组织管理和技术推广体系建设等。提出以龙头企业为载体,创办标准化生产基地,实现规模化种植,大力推广藠头绿色标准化生产技术和藠头优良品种(白鸡腿),开发种苗和土壤无害化处理技术,推广“藠-稻”水旱轮作栽培技术,实现规范化加工和标准化质量检测,并制定藠头种植、原料收购、产品加工等环节的标准和工作规范,确定种植、生产、加工过程中的各项指标,将藠头产前、产中、产后融为新的产业系统,旨在更好的实现区域化布局、专业化生产、企业化管理、一体化经营和社会化服务。规划研究了湘阴县藠头产业化运行机制,主要包括市场机制、利益机制、引导机制、风险机制、约束协调机制等。规划到2015年,投资2.5亿元,建立藠头标准化生产基地10万亩,亩产藠头1850kg,生产原料藠头18.5万吨,为农民提供种植收入3.7亿元,加工成品藠头7.4万吨,实现工业产值7.4亿元,出口创汇5000万美元,培养龙头企业15家,产品认证率和标准覆盖率达100%,建立藠头田间档案300份,培训农民4.4万人次,安排就业人员30000人。本文估算了藠头产业化的投资与效益,到2015年,产业化经营组织增加,龙头企业壮大,服务组织成长,利益机制完善,带动农户就业,增收能力增强,促进财政增长和农业经济快速发展,实现藠头资源在更大范围、更高层次上的优化配置和生产要素的重新组合。

【Abstract】 Chinese onion production is one traditional competitive industry and Chinese onion is also one important exportable agricultural commodity in Xiangyin County. However, as product type of Chinese onion is too simple, the quality is not good, research on plant and processing technology is insufficient, and there exists international trade technique barrier in recent years, with other factors, they directly restrict the development of the whole Chinese onion industry and Chinese onion market is shrinking slowly. As for how to make a breakthrough in it, relative staffs and governments are pondering and researching it.In the thesis,features of source of Chinese onion in Xiangyin County,foundation and superiority of the industry and the gap with other places are analyzed;industrialized development and plan of Chinese onion is discussed: leading enterprises are taken as carrier, market is oriented, science and technology innovation is the driving force, benefit is centered, and interest is the link in order to popularize standardized production technology of green food-Chinese onion, organize experts to check it at home and introduce good one from abroad to choose excellent Chinese onion (with long root), develop plant seed and innocuous treatment technology of soil, popularize "Chinese onion- paddy rice" land-water rotation plant technology, regulate processing and quality examination; correspondingly, standard and working regulation for plant, purchase, and process of Chinese onion are made and indexed in planting, producing, and processing process are confirmed; before-production, in-production, and after-production of Chinese onion are blended into a new industry system to realize regionalized layout, specialized production, enterprise management, integrated operation, and socialized service.Till 2015, 250 million yuan investment, 100,000 Mou standardized production base is relied on, 1 Mou Production of 1850 kilograms Chinese onion, the production of raw materials Chinese onion 185,000 tons, To provide income for farmers planted 370 million yuan,processing of finished Chinese onion 74,000 tons to achieve 740 million yuan industrial output value, export volume of 50 million U.S. dollars, Cultivate leading 15 enterprises, product certification and standards for the coverage rate of 100%, the establishment of Chinese onion field 300 files, 44,000 people peasants training, 30,000 people employed in the arrangements.Also invests and benefits of Chinese onion industrialization are estimated in this thesis. Till 2015, industrialization operation organization shall increase, leading enterprise enlarge, service organization grow up, and interest mechanism perfect, which will drive fanners to get employment and make them to get more payment and realize optimum distribution of Chinese onion in a larger range and higher level and re-assembly of production factors.
