地理信息数据质量控制的研究与实现

【摘要】 数据是GIS系统的基础,随着地理空间信息在各行各业应用的广泛开展,人们对GIS数据质量也更为关注,数据质量的控制贯穿于GIS建设过程的始终。数据质量具有以下八个方面的基本特征:即准确度、精度、不确定性、相容性、一致性、完整性、可得性、现势性。数据的质量与上述种种特征有关,这些特征代表着数据的不同方面,它们之间还有联系,如数据现势性差,那么用于反映现在的客观现象就可能不准确,可得性差,就可能影响数据的完整性,数据精度差,则数据的不确定性就差。当前一些GIS软件提供一些质量控制的功能,比如对空间数据、属性数据、空间拓扑关系等的数据检查功能和自动或半自动的接边处理、自动处理注记信息等数据处理功能,可以大大减少由于人机交互以及人为误差造成的质量问题,提高了处置效率,但是针对特定的系统,这些数据质量控制手段还是远远不够的,有必要对数据质量控制进行更为深入的研究。作者根据多年从事GIS数据质量控制工作的实践,在本文中主要研究了数据质量控制的意义、内容、方法及评价,并结合台州市基础地理信息系统项目的建设,进行了以下几个方面的研究:1、根据相关作业规范和标准,分析研究GIS建设中的数据质量控制的主要内容和总体方法。2、进行了质量检查技术规定的设计研究,并分析提出质量控制的评价标准和具体方法。3、结合台州市基础地理信息系统项目的建设,基于ArcEngine设计并开发实现了质量控制的软件系统,通过实际应用,很好地验证了研究成果的实用价值。

【Abstract】 Data is the basic element of GIS. With the development of GIS application in lots of fields, people give more attention to GIS data quality. Data quality control goes through the whole process of GIS constructions. Data quality consists of eight features, accuracy, precision, uncertainty, compatibility, consistency, integrity, availability, reality. Data quality is connected with all the features mentioned above, which stand for the different aspects of data. There are many connections among them, for example, poor reality may not accurately reflect the actual world, poor availability may influence the integrities of data and poor precision may lead to uncertainty.There are some GIS softwares which provide functions of data control, such as checking of spatial data, properties and topologies, automatically or semi-automatically connecting edges, automatically annotating, etc. All these functions greatly decrease the data quality problems from human-machine interactive intervening and from the factitious errors, and improve the efficiencies. As for data quality control, these methods are not enough. Thus, it is still important to make further research about data quality control.With the long term of GIS data quality control experience, the author of the article mainly discusses the sense, content, method and evaluation of data quality control. This article does the following researches with the application of Taizhou basic geography information system construction:1、According to related criterions and standards, this article analyses the main contents and general methods of the data quality control in GIS contruction.2、This article does the design research on technical prescript of data quality check and comes up with evaluation standards of quality control.3、Based on the construction of Taizhou basic geography information system, the author designed and developed the quality control software based on ArcEngine, which shows the practical value of the research.
