【摘要】 人口流动是一种历史现象,在某种角度上可以说,一个民族的历史就是一个民族的迁徙史。随着我国改革开放的不断深入,流动人口的规模逐年扩大,对区域的影响也日益显著,引起了各方面学者的广泛关注。一方面外来流动人口在促进上海城市建设、社会发展、环境改善以及缓解上海城市劳动力老龄化进程和弥补上海户籍人口负增长缺口方面发挥着极其重要的作用。从上海长远发展来看,上海要实现“四个率先”和“四个中心”,不能没有流动人口的积极参与。另一方面,大规模流动人口进入,也给上海城市综合服务与管理带来的巨大的挑战。上海作为我国最大的,也是最典型的移民城市,目前有700多万外来流动人口在沪工作、生活和发展,上海经过几十年的探索和实践,逐渐形成了一整套行之有效的城市流动人口管理体系和管理模式,有效地促进了上海经济的发展、社会的稳定和人民的安居乐业。但是,在专门针对外来流动人口的各项收费制度被相应取消,外来务工人员的本地化倾向日趋彰显的新形势下,如何认真总结和积极探索一条大城市外口管理的新模式和新途径,意义至关重大。本文通过对外来流动人口国内外相关理论和政策背景的分析以及基本概念的说明,对上海市外来流动人口有一个整体宏观的认识,并通过上海市外来流动人口的历史分析、现状分析,把握上海市流动人口主要特征。回顾了上海的流动人口将的管理模式演变过程,对目前上海外来流动人口管理有关政策和措施进行了分析。阐述了新形势下上海市外来流动人口管理所面临的主要问题与困惑,给出了相应的对策和建议。更多还原

【Abstract】 Migration is a historical phenomenon, in a certain point of few, a nation’s history is the nation’s migration history. With the deepening of reforming and opening up of China, the scale of immigrating population is enlarging year by year, and the influence of the immigrating population on this area is becoming increasingly significant, which caused extensive attention of the scholars from all kinds of field. On the one hand, immigrating population play an extremely important role in promoting urban construction, social development, environmental improvement, relieving the aging process of urban labor force and also in fetching up the negative gap of residence population of Shanghai. In the long-term development of Shanghai, achieving the "Four Leads" and "Four Centers" can not be realized without the active participation of the immigrating population. On the other hand, the large-scale movement of immigrating population brings great challenge to the city integrated services and management of Shanghai. As the biggest and most typical city of immigrants, there are more than 7 million immigrating population who are working, living and growing in Shanghai. After several decades of exploration and practice, Shanghai has gradually formed a set of effective system and mode of the management of urban immigrating population, which have effectively promoted the economic development, the stability of the society, and people’s living and working in peace and contentment in Shanghai. However, under the new situation where several fee systems for the immigrating population have been abolished and the localization tendency of immigrating working staffs have been increasingly demonstrated, it is of great significance to seriously summarize and actively explore a new approach of administration of metropolis immigrating population.The paper has tried to analyze the theories and backgrounds of the immigrating population both in home and abroad in order to form a macroscopic understanding of the immigrating population in Shanghai. It forms a clear picture of the main characteristic of the immigrating population in Shanghai by analyzing the history and current situation of the immigrating population in Shanghai. It also reviews the evolution process of the management of the immigrating population in Shanghai, and analyzes the relative policies and measures. The paper describes the main problems and puzzles in the management of immigrating population in Shanghai, and also gives the counter measures and suggestions.更多还原
