军工研究所研发项目组合管理关键问题研究与实践

【摘要】 随着我国市场经济发展的不断深化,国防装备改革的不断深入,科技创新战略的大力提倡,军工研究所作为技术创新的主体之一,正面临着自身发展的关键时刻,企业化的发展是大量军工研究所所选择的发展道路。军工研究所既承担着国防科研任务,又有民品的研发任务,普遍存在项目数量多,工作任务重的情况。如何在研究所总体战略的指导下,利用项目组合管理的方法科学地开展研发项目立项选择工作,充分利用研发投入,更好地结合军工科研成果,提高军工研究所的核心竞争力,是目前军工研究所亟待解决的问题。本文对项目组合管理理论、技术创新理论、研发项目战略、研发项目组合模式、研发项目组合方法等都进行了较深入的研究。本文从研发项目组合选择体系的流程设计入手,分层次地论述了研发战略、评价体系、优化选择模型的要素和制定方法。并通过某军工研究所研发项目组合选择体系建设的实践,给出了具体的解决方案。最后结合笔者的体会,分析了军工研究所实施研发项目组合管理的难点及对策。

【Abstract】 With the constant development of China’s market economy, deepening reform of national defense equipment and vigorous promotion of scientific and technological innovation strategy, defense industry research institute, as one of the main bodies of technological innovation, is facing a critical moment of self-development. A large number of defense industry research institutes choose commercial running as their roads to develop. Defense industry research institutes take the responsibility of not only national defense research & development but also commercial markets, . therefore widespread situation of too many projects and too heavy work task exists.How to enhance the core competitiveness of defense industry research institutes under the direction of institute total strategy by utilizing project portfolio management in establishment selection of research projects, making use of R&D investment and combining defense research achievement is still the problem to be resolved.In-depth research on project portfolio management theory, technological innovation theory, R&D project strategy, R&D project portfolio model, R&D project portfolio method is carried out in this thesis. Starting from process design of R&D project portfolio selection system, this thesis states the R&D strategy, evaluation system, elements and formulation methods of optimum selection model hierarchically and provides a solution according to the practice of the construction of R&D project portfolio selection system in one defense industry research institute. Finally, it analyzes the difficulties and solution of R&D project portfolio management with the author’s experience for defense industry research institutes .
