新社会阶层政治参与问题研究

【摘要】 改革开放以来,我国的生产资料所有制结构、产业结构、城乡结构、就业结构、分配结构等都发生了很大的变化,原有的“工人阶级和农民阶级两个阶级、知识分子一个阶层”的社会结构迅速地大规模分化和重组,出现了新的社会阶层。所谓新社会阶层,是指我国在改革开放条件下,在社会主义市场经济体制建设过程中、随着社会大转型和阶级变化、阶层重组的变革而逐步发育成长起来的具有相当数量的人所组成的特殊阶层。现阶段,新社会阶层是不同于工人、农民和知识分子这三支“基本社会力量”的新生阶层,已成为和谐社会建设中的一支重要力量,具有鲜明的时代特征。列宁曾指出:“政治是经济的最集中的表现~①”。新社会阶层不仅是社会财富的创造者和国家富强的贡献者,而且是促进我国政治和社会制度创新的推动者。新社会阶层政治参与需要规范和引导,党和政府也应当重视新社会阶层的政治利益,采取相应的政策措施来引导新社会阶层有序参与到政治当中,使其政治诉求得到制度化的表达。本论文在深入论述新社会阶层政治参与的必然性、必要性和现状的基础上,分析了当前政治和社会环境中阻碍新社会阶层政治参与的障碍和制约因素,着重探讨规范和完善新社会阶层有序政治参与的体制保障、制度化渠道建设的政策和措施。论文第一章系统说明了新社会阶层政治参与的相关理论,界定了一系列的理论概念;第二章说明了新社会阶层在当前时期的现状,指出了新社会阶层政治参与的必然性、必要性和特殊性;第三章分析新社会阶层政治参与过程中的问题与制约因素;第四章提出促进新社会阶层政治参与的制度化路径,侧重从中国特色的政党制度、行政管理制度、民间社会组织的改革和完善将新社会阶层纳入政治参与的渠道之中。更多还原

New social strata to participate in the political norms and the need for guidance, the party and the government also should pay attention to the new social strata and political interests, to take appropriate policy measures to guide the new social strata to participate in politics in an orderly manner so that it has been the institutionalization of the political aspirations of the expression of . In this paper, in-depth discussion of new social strata of the inevitability of political participation, the need for and the status quo on the basis of analysis of the current political and social environment, hinder the political participation of new social class barriers and constraints, standardize and improve the focus on the new social strata have order to protect the system of political participation, institutionalized channels for the construction of policies and measures.
